Mobile Source Air Pollution Reduction Review Committee

SYNOPSIS:

The MSRC met on Thursday, September 26, 1996. A summary of key issues addressed at that meeting is set forth below. The next MSRC meeting is Thursday, October 24, 1996, at 2:00 p.m. in Conference Room CC8.

Minutes

The minutes of the August 22, 1996, monthly meeting were approved, as submitted. These minutes are provided for your information as Attachment 1. In addition, the draft/unapproved July 25, 1996, monthly meeting minutes are provided for your information as Attachment 2. These minutes are in arrears and will be provided to the MSRC at its next meeting for approval.

Zero-Emission Vehicle "Quick Charge" Program

As part of its $7 million Zero-Emission Vehicle "Quick Charge" Program, the MSRC released an RFP for its $1.675 million Corridor Community Program in mid-March. The Corridor Community Program is intended to solicit the participation of general purpose local governments in a demonstration of electric vehicles and infrastructure within the South Coast Air District. The demonstration will incorporate infrastructure, the permitting process, and coordination within and between communities, utilities and manufacturers necessary to facilitate the introduction of larger quantities of EVs. Seven excellent proposals, soliciting $1.74 million, were received by the July 10 deadline. The MSRC’s EV Subcommittee is currently evaluating these proposals, and it is anticipated that we will be considering approval of participants in the Community Corridor Program at our December 13 Board meeting.

Receive and Approve Final Reports

The MSRC received and approved three final reports, as follows:

1) Coachella Valley Association of Governments Contract #C94031, which provided $200,000 for implementing procedures for PM10 control);

2) Los Angeles County Metropolitan Transportation Authority Contract #C94008, which provided $237,448 for a heavy-duty vehicle and engine correlation study; and

3) Mike Kodama Contract #C95010, which provided $135,965 for parking management/local government research.

All final reports for the AB 2766 Discretionary Program are filed in the AQMD's
Library.

Contract Modification Requests

The MSRC took the following actions on requested contract modifications:

1) Approval of a three-month contractual term extension, but denial of any cost increase for City of Compton Contract #C94044, which provides $396,750 for the conversion of heavy-duty vehicles to CNG;

2) Approval of a 17-month contractual term extension, novation of contract to Waste Management of the Desert, and a scope change allowing the incremental cost of five new waste trucks and the repowering of nine heavy-duty trucks rather than repowering 14 heavy-duty waste trucks, for Waste Management of Orange County Contract #C95012, which provides $852,200 for the conversion of heavy-duty diesel powered trucks to natural gas and CNG fueling systems;

3) Approval of a 15-month contractual term extension for City of Santa Clarita Contract #C95020, which provides $30,000 for the installation of bus stop information displays;

4) Approval of a scope change to allow a combination smart-shuttle program providing a taxi link from both home to station and station to work while emphasizing the home to station link to increase ridership, for Diversified Paratransit Contract #C95023, which provides $25,000 for a taxi-link to Covina and Pomona Metrolink Stations;

5) Approval of a scope change to allow electronic library and other services rather than the electronic banking project which has not proven viable for City of Glendale Contract #C94006, which originally provided $208,000 for an LNX systems electronic banking project; and

6) Approval of a scope change to restore the types of engines to be used for the street sweepers and waste haulers as originally proposed for the City of Newport Beach unexecuted FY 1995-97 Contract #C6036, which provides $500,000 for the purchase of five street sweepers and ten waste haulers.

The MSRC also received and filed a report on "Scope Changes Handled Administratively by the AQMD Contract Administrator." This report included minor contract modifications for Los Angeles County MTA Contract #C94008, which provides $237,448 for a heavy-duty vehicle correlation study; and Echelon Industries Inc. Contract #C96016, which provides $321,200 to develop a fare transaction and vehicle management system.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all fiscal year contracts. This Contract Administrator Report is also attached for your
information.
