Proposal:

Establish List of Pre-Qualified Vendors to Provide Library Services and Supplies

Synopsis:

On July 12, 1996 the Board approved the release of an RFP to pre-qualify vendors for library services and supplies. As a result of successful responses to this RFP, six vendors were identified as capable of providing library services and supplies. This action is to approve six vendors to provide their services to the AQMD for a period of two years. Funds totaling $134,000 have been allocated in the FY 1996-97 Budget for this purpose.

Background

On July 16, 1996 the AQMD released RFP #9697-1 for Library Services and Supplies. The purpose of this RFP was to pre-qualify vendors to provide various services and supplies in support of the AQMD’s Library function. Vendors selected will be issued purchase orders for the acquisition and shelf-preparation of books, periodicals, and other printed and multi-media materials. Cataloging services will not be purchased this year. Vendors selected remain pre-qualified for a period of two years.

In accordance with the AQMD’s Consultant Selection Policy and Procedure (prior to August 23, 1996), a public notice inviting bids was published in the Los Angeles Times, Los Angeles Sentinel, Eastern Group Publications, La Voz, Orange County Register, The Excelsior, San Bernardino Sun, Precinct Reporter, El Chicano, Inland Valley Daily Bulletin, Riverside Press-Enterprise, The Black Voice News, La Opinion, Rafu Shimpo, Chinese Daily News, Korea Central Daily, Philippine News, and The M/W/DVBE Source. The RFP was not published in the Inland Empire Hispanic News because this newspaper was added to our official list of publications after the RFP had been published. In addition, the RFP was placed on the AQMD’s Internet homepage and the bidders’ 24-hour telephone message line.

Bid Evaluation

Copies of the RFP were mailed to forty vendors (Attachment B) and six bids were received. The review panel was composed of three AQMD staff members familiar with library operations: two females and one male; one each Asian, Black, and Caucasian. Staff has completed the evaluation and selection process and has qualified all six vendors as meeting the minimum requirements identified in the RFP; two vendors are WBE-certified. Staff believes that these vendors will be able to provide about 70% of the required Library services and supplies. Items not available from these six vendors will be acquired in accordance with the AQMD’s Administrative Policies and Procedures.

Resource Impacts

Sufficient funds are allocated in the FY 1996-97 Budget.
