Proposed rule is designed to provide a compliance option to those sources
subject to AQMD rules and regulations, by allowing these sources to demonstrate
compliance through investments in air quality projects that can produce
equivalent or greater emission reductions or air quality benefit. Investments
made through the AQIP would be used to fund stationary and mobile source
control strategies that could demonstrate real, quantifiable, surplus, and
enforceable emission reductions. In addition, the proposed AQIP would fund
and implement air quality projects consistent with the overall control strategy
of the AQMD's Air Quality Management Plan to promote the advancement of clean
technologies.

Regulation XXX was developed to establish the parameters for an operating
permit program that satisfies the requirements of Title V of the Clean Air
Act Amendments of 1990. On August 29, 1994, U. S. EPA proposed revisions
to regulations that define the minimum elements of an approvable operating
permit program. These regulations are expected to be finalized in 1996.
Regulation XXX will then be amended to parallel changes in the EPA program.
In addition, changes are proposed to facilitate approval and clarify
approvability. roposed amendments will bring AQMD's rule in line with state
law governing public noticing requirements.

emissions.

Emissions associated with inks and fountain solutions can be reduced with
current available technology. The advent of ultraviolet and electron beam
technology will allow a switch from conventional inks to inks with little
or no VOC emissions. Solvent cleanup emissions will also be reduced through
the use of automatic blanket washers and vegetable-based solvents.
