Synopsis:

The Stationary Source Committee met on Friday, August 23, 1996. Following is a summary of that meeting. The next Stationary Source Committee meeting will be held on September 20, 1996, at 10:30 a.m., in Conference Room CC8.

Attendance

Present were Committee Chair Mee Hae Lee and Committee Members Candace Haggard, James Silva, and Ron Loveridge. Board Chairman Jon Mikels also was in attendance.

Summary

The Committee reviewed Items 1-3 on their agenda (attached). Items 4 and 5 were referred to next month’s meeting. Comments were noted on the following items:

1. Overview of VOC Rules

Pat Leyden focused her brief discussion on the “Short-Term VOC Rules (All VOC Rules for 96-97 Adoption by AQMD)” and the 1993 Emissions Inventory. Estimated emissions inventories were presented for stationary and mobile sources for 2010. Also discussed were key VOC Rules and their emission reductions, which will be proposed to the Board in 1996-97.

2. Rule 1171 - Solvent Cleaning Operations

Pat Leyden provided a summary of the proposed amendments, as well as the issues and responses concerning the rule. In addition, a Public Outreach Proposal was presented and discussed. Demonstrations of several types of cleaning equipment were given by suppliers. Because of time constraints, five minutes were permitted for each of the following:

*Joint Demonstration

In addition to the demonstrations, Stuart Jenkins of EEMCO and Gerry Smith of Charles Cain Co., suppliers of aqueous cleaning materials, commented relative to their products. Comments on proposed amendments to Rule 1171 also were received from Mike Carroll of Latham & Watkins (representing Safety-Kleen). Mr. Carroll raised several items of concern in the AQMD staff report, including the emissions inventory for solvent cleaning processes, the cost figures and the assumed size of the current aqueous market, the assumption that equipment can be retrofitted to accommodate aqueous cleaners, and the potential for adverse water quality impacts. He also pointed out that Safety-Kleen is not opposed to the use of aqueous cleaners. A meeting summary of the demonstrations and comments on Proposed Amended Rule 1171 will be made a part of the administrative record and will be available on request. Demonstrations will be repeated in the lobby of the AQMD on September 13, 1996, for viewing by the entire Governing Board and the public.

3. Rule 1176 - Sumps and Wastewater Separators

Mohsen Nazemi gave a brief presentation on Rule 1176 amendments. He explained that the proposed amendments will extend the VOC emission standards to all emission sources within a facility’s wastewater system, which includes junction boxes and manhole covers. He further explained that the monitoring and inspection frequency is also being reduced for sources with low emission potentials, to allow focusing of industry resources on sources with high emission potentials. Mr. Ron Wilkniss of Western States Petroleum Association (WSPA) provided public comments, which the AQMD may have already resolved since the set hearing package was released. However, WSPA feels that additional testing is required from junction boxes. Mohsen indicated that the rule does not require control of all junction boxes, but only those, if any, which repeatedly exceed the emission standards. Ron indicated that WSPA will reserve their final comments on the rule until they review the latest rule language changes.
