Proposal:
Execute Agreement with State of California Department of General Services to Purchase Vehicles
Synopsis:
The AQMDs Equipment Replacement Plan was established to replace obsolete and worn equipment and vehicles over a five-year period. In accordance with the Plans replacement guidelines, six utility vans and one truck were determined to be high-mileage vehicles that are no longer cost effective to maintain and repair. The purchase agreement with the State of California, Department of General Services will allow the AQMD to purchase six utility vans and one truck at a lower cost resulting from the economy of scale purchasing. The total expenditure will not exceed $142,000.

Recommended Action:
1. Declare vehicles being replaced as surplus and authorize removal from the fixed asset inventory.2. Adopt the attached resolution authorizing the State of California, Department of General Services to purchase one Ford Model F250 heavy duty pick-up truck and six Dodge Model B3500 utility vans and authorize the AQMD Purchasing Manager to execute all documents necessary for this purchase.

Background
The AQMD established an Equipment Replacement Plan to project the obsolescence and replacement of equipment and vehicles over a five-year period. Based upon the Plans replacement guidelines, six utility vans and one truck with high mileage for which it was determined it is no longer cost effective to maintain and repair. To purchase vehicles, the AQMD has participated in cooperative purchase agreements with the State of California, Department of General Services in prior vehicle purchases. This method of purchase allows AQMD to take advantage of the lower cost resulting from the economy of scale purchasing.
Proposal
This action is to enter into an Agreement with State of California Department of General Services which will allow the Purchasing Manager to purchase one Ford Model F250 truck to be used by maintenance staff to transport building material, tools, and supplies to take care of electrical, plumbing, and structural problems at air monitoring stations and six Dodge Model 3500 utility vans to be used by technicians to service, repair, and transport air monitoring equipment and supplies to network stations. Every effort was made by AQMD staff to acquire alternative-fuel vehicles; however, the limitations of load rating, mileage range, and availability of fuel sites restricted the choice to 3/4- and 1-ton heavy duty gasoline vehicles.

Resource Impacts
Included in the FY 1996-97 budget is the sum of $120,000 for the purchase of vans and $22,000 for the purchase of a pickup truck. The actual costs will be somewhat lower than those amounts with the remainder used for necessary interior modifications which are not included as part of the state contract.

RESOLUTION NO. 97-______
A Resolution of the South Coast Air Quality Management District Governing Board Authorizing the State of California Department of General Services to purchase certain vehicles.
WHEREAS, the South Coast Air Quality Management District can benefit from the State of California Department of General Services purchasing capability under Public Contract Code Sec. 10324 and the Department is willing to provide such services;
NOW, THEREFORE, BE IT RESOLVED THAT the South Coast Air Quality Management District Governing Board does hereby authorize the Procurement Division, State of California Department of General Services, to purchase one Ford Model F250 heavy duty truck and six Dodge Model B3500 vans for and on behalf of the South Coast Air Quality Management District pursuant to Section 10324 of the California Public Contract Code and that the Purchasing Manager is hereby directed to sign and deliver all necessary requests and other documents in connection therewith for and on behalf of the South Coast Air Quality Management District.
