Mobile Source Committee

Synopsis:

The Mobile Source Committee met on Friday, July 25, 1997. Presentations were made on the following items: RTAC Activities Related to SB 836; Regional Transportation Plan; Initial Response to New Federal Clean Air Standards; and Location Efficient Mortgage Proposal. The next meeting is August 15, 1997, at 9:30 a.m. in Conference Room CC8.

ATTENDANCE: Present: Committee Chair Dr. S. Roy Wilson. In the absence of Committee Vice Chair Nell Soto, Committee Members Marvin Braude, Norma Glover, Mee Hae Lee, and Ron Loveridge, and pursuant to the Procedures for Standing Committees of the Governing Board, adopted March 8, 1996, Board Chairman Jon Mikels appointed himself and Board Member Leonard Paulitz as ad hoc Members of the Mobile Source Committee for the meeting on July 25, 1997 only. Attachment 1 is an attendance roster.

MOBILE SOURCE COMMITTEE DISCUSSION ITEMS

1. Update on RTAC Activities Related to SB 836 (Attachment 2)

The final report on methodology developed by the Regional Transportation Agencies’ Coalition (RTAC) SB 836 consultant is expected to be released by August 1, 1997. An informational seminar on the final report has been scheduled for Wednesday, August 27, 1997, at AQMD Headquarters in Diamond Bar. Notices are being sent to all employers in the AQMD data base, the Consultants Round-table, TMA/TMOs, ACT membership and local governments. Two RFPs are
being released by the AQMD for an Employer Activity Survey and an Employee AVR Survey. The recommendations for awarding the contracts for these two RFPs will be brought before the Mobile Source Committee, and the Board for approval. This information was communicated to the Mobile Source Committee Members in attendance, and in the absence of a quorum, the Committee agreed to communicate its concurrence with the issuance of the RFPs.

A third RFP is to be developed by RTAC for an independent contractor to oversee and analyze the methodology of the data collection to ensure objectivity. Staff also gave an update on SB 432 (Lewis) which seeks to transfer $3.5 million from the Traffic Systems Management Program for rideshare activities in the Basin.

2. Update on the Regional Transportation Plan

The AQMD has been participating in discussions with SCAG, the Los Angeles County Metropolitan Transportation Authority (MTA), Caltrans, ARB, and EPA to develop protocols that would ensure that the Regional Transportation Plan (RTP) achieves conformity. Chairman Mikels commented that to achieve conformity a strong cooperative effort will be required among, not only the competing goals of congestion mitigation and air quality agencies, but also among the many local jurisdictions that are competing for transportation funding for projects in their respective areas.

3. Initial Response to New Federal Clean Air Standards (Attachment 3)

Staff gave an overview of where the South Coast Air Basin stands in relation to the current and new ozone, PM10 and PM2.5 standards. For the current standards the air basin has the following exceedances: Ozone = 200%, and PM10 = Annual 122%, (24-Hrs. 108%). If the new standards are applied, the air basin will have the following exceedances: Ozone = 203%, PM10 = Annual 122% (24-Hrs. 108%), and PM2.5 = Annual 222% (24-Hrs. 153%).

Issues arising from the new standards relate to attainment dates, carrying capacities, ambient monitoring, diesel truck emissions, episode data/air quality models and legislative proposals. Staff have been engaging in general brainstorming sessions with technical experts and the private sector to deal with some of the above issues. A public consultation meeting will be held to discuss results of the preliminary analysis. An AQMP Working Group will be initiated in September and data presented to U.S. EPA’s Federal Advisory Committee Act (FACA) meeting in October 1997.

4. RFP for Rule 2501 AQIP Emission Reduction Reserve (Attachment 4)

The purpose of the RFP is to solicit mobile and stationary source control strategy proposals for Rule 2501 Air Quality Investment Program. Rule 2501 will incorporate Rule 2202 Air Quality Improvement Program and cover all criteria pollutants. This will be a one-year RFP. This information was communicated to the Mobile Source Committee Members in attendance, and in the absence of a quorum, the Committee agreed to communicate its concurrence with the issuance of the RFP to the Board.

5. Location Efficient Mortgage Proposal (Attachment 5)

The Location Efficient Mortgage (LEM) is an innovative mortgage lending product that has been expressed as a statistical model. The model has been developed by the Natural Resources Defense Council (NRDC) in collaboration with the Center for Neighborhood Technology (CNT), and the Surface Transportation Policy Project (STPP). The product is based on a study which found that residents in high-density residential communities drive far less than residents in lower-density communities and therefore realize some savings in transportation costs. The model argues that these savings, along with others inherent in living in close proximity to jobs, retail services, and cultural amenities, translate into increased borrowing power. This increased borrowing power should be recognized by the lending institutions in the consideration of mortgage loan applications. Discussions concerning the use of this model have been initiated with institutions, such as Chase Manhattan, 1st Nationwide Bank, Wells Resource Mortgage Services, and have been positive and encouraging.
