PROPOSAL:

Approve Workplans to Develop Testing and Analysis Technology Refinements and to Improve In-Field Enforcement Capabilities in Support of Environmental Justice Initiative No. 8

SYNOPSIS:

On October 10, 1997, the Board approved the Environmental Justice Initiatives proposed by Chairman William Burke. Initiative No. 8 - Field Inspection Technology is directed at implementing modern technology advances to enhance field inspection efforts. Workplans to refine testing and analysis technologies and improve in-field enforcement capabilities will define the milestone schedules to accomplish activities to identify, evaluate, recommend, and implement these technologies.

Background

On October 10, 1997, the Board approved the Environmental Justice Initiatives proposed by Chairman William Burke. Initiative No. 8 - Field Inspection Technology, is directed at implementing modern technology advances to enhance field enforcement efforts. The implementation plan for this initiative called for two workplans to be prepared and presented to the Board for approval within two months. These two workplans outline the milestone schedules to refine laboratory testing and analysis technologies and to improve in-field enforcement capabilities through the use of portable monitoring equipment.

Proposal

The two proposed workplans (Attachment A) define the schedules to accomplish activities to identify, evaluate, recommend, and implement the use of new technologies in AQMD laboratory analysis and field inspection efforts to better support community complaint resolution and expedite field compliance determinations. The staff proposal also seeks to integrate staff, consultant, and peer review group recommendations within one consolidated Technology Assessment report, to be presented to the Board in September 1998.

Initial staff inventory of current analytical capabilities and field monitoring equipment is included in the proposed workplan package and will be provided to perspective contractors and members of the peer review group.
