This report highlights the October 1997 activities of the Public Affairs Office which includes the following activities: Environmental Justice Initiatives, Community and Business Outreach, Small Business Assistance, Intergovernmental Affairs, Public Records and Media.

The following report reflects the activities of the Public Affairs Office for the month of October. The report format includes five major areas: Environmental Justice Initiatives, Community Events/Public Meetings, Business Assistance (including Economic Development/Business Retention), Intergovernmental Affairs Activity and Communications.

ENVIRONMENTAL JUSTICE INITIATIVES

A Town Hall meeting was held on December 4, 1997, at the Senior Citizens Center in Boyle Heights. Public Affairs staff has also participated in a number of other activities associated with the initiatives reported elsewhere in this month’s agenda. A summary of issues will be mailed to the Board under separate cover.

The following describes community events and public meetings that provided AQMD customers with air quality information during October.

10/2	Los Angeles	Made a presentation on Health Effects of Smog to 30 respiratory patients at Lakewood Memorial Hospital. Provided outreach materials on Smog and Health Impacts.
10/6	Los Angeles	Provided outreach materials for a Rideshare Fair at GTE.
10/7	Los Angeles	Coordinated staffing and provided outreach materials for an information table during a Rideshare Fair at Metropolitan Water District.
10/7	Los Angeles	Los Angeles County Building & Safety Division. Met with Supervising Civil Engineer. Gave copies of new permit checklist, SBAO and Economic Development pamphlets. Obtained list of all LA County Building and Safety offices in the Basin.
10/7	Los Angeles	VOC abatement equipment manufacturer - Met with president to discuss cooperative efforts to change AQMD’s permitting fees and practices to encourage development and marketing of new emissions reduction technologies.

10/8	Los Angeles	Spoke with ALA Los Angeles, re: Nov. 2 event that Environmental Media is hosting at Will Rogers Park. ALA distributed AQMD materials and used our interactive board game to teach children about various sources of air pollution.
10/8	Los Angeles	Small auto body shop - Assisted in application preparation for change of ownership.
10/9	Districtwide	Planned program for regular visits to all Building & Safety Departments in the AQMD.
10/9	Los Angeles	Provided assistance to company in revising a permit condition to alleviate an economic hardship
10/9	Orange	Staff assisted in revising permit conditions to a facility limit enabling company more flexibility in production scheduling, thereby increasing efficiency.
10/9	Los Angeles	Finalized AQMD’s participation in Alliance of Women Entrepreneur’s Awards Breakfast. Purchasing staff attended and provided outreach materials on our small business assistance program, and general AQMD services.
10/9	Los Angeles	Spoke with Communications Director, California Science Center re: Grand Opening scheduled for Feb. ‘98. Will be meeting to discuss partnering opportunity for Earth Day activity focused on children.

10/10	Los Angeles & Orange	Provided outreach materials at four Rideshare Fairs held by Bank of America, McGuire Thomas Partners and Paradise Consulting.
10/10	Districtwide	Small Business Mentor Program - A planning meeting was held to further develop a proposal for large companies to provide assistance at no charge to small businesses.
10/14	San Bernardino & Riverside	ALA Inland Counties Air Quality Committee requested AQMD support of community luncheon to support school curriculum program to be held Dec. 5 at UC Riverside. The event will be hosted by KNBC newsanchor Colleen Williams.
10/14	Los Angeles	Provided outreach materials for a Health and Safety Fair at Rocketdyne.
10/15	Los Angeles	Provided outreach materials for a Staff Conference of the L.A. County Office of Education.
10/15	Los Angeles	Coordinated staffing and provided outreach materials for an information table during a Health & Safety Fair at Jet Propulsion Laboratory
10/16	Los Angeles	Met with president and vice-president of Hispanic Outreach Task Force (HOT), to discuss their outreach plans for 1998. HOT is willing to assist with outreach on Town Hall meetings and other events planned for Whittier, and southeastern L.A. County.
10/17	Los Angeles	Spoke with Pomona USD re: providing outreach materials on smog to 500 K-3 students as part of safety and health education.
10/17	Los Angeles	Provided staffing and outreach materials for an information table during the Third Annual International Trade Conference.
10/18	Los Angeles	Provided staffing and outreach materials for an information table during East Los Angeles Safety Fair at Belvedere Park. The fair was sponsored by the office of State Senator Hilda Solis.

10/18	Orange	Provided outreach materials for the Plumbing, Heating, Air Conditioning Contractors Association Fourth Annual Industry Trade Show.
10/21	Los Angeles	Provided outreach materials for an Instruction Conference at the Los Angeles Radon Detection Center.
10/22	Orange	School Outreach for Town Hall Meeting - Staff contacted PTA president of Santa Ana Unified School District to arrange for outreach to parents about upcoming town hall meeting in Santa Ana. Attended PTA board meeting November 20 to explain Initiatives.
10/23	Los Angeles	Facilitated the 1997 Clean Air Awards Program at the Biltmore Hotel in Los Angeles. Over 350 attended the luncheon program.
10/23	Los Angeles	Coordinated staffing and provided outreach materials for an information table during a Rideshare Fair at Transamerica.
10/24	Los Angeles	Provided outreach materials for a Teachers In-Service Conference held by the Pomona Unified School District.
10/24	Los Angeles	Provided outreach materials for a Health & Safety Fair at Lockheed Martin Systems.
10/25	Los Angeles	Participated in Environmental Justice Forum.
10/28	Los Angeles	City requested assistance in complying with requirements for coordination with AQMD. They were informed of our upcoming outreach efforts to all Building and Safety departments.
10/29	Los Angeles	Pollution Prevention-Clean Business Fair - AQMD assisted the County of Los Angeles Public Works Dept. and the DTSC in providing a training seminar in both Spanish and English for auto repair shops in South Central L.A. The event was hosted by Hispanic radio celebrity, Humberto Luna.
10/29	Los Angeles	Coordinated staffing and provided materials for an information table during a Rideshare Fair at Hughes Aircraft Company.

10/30	Los Angeles	Provided staffing and outreach materials for an information table during a Wellness Fair at Cal Poly Pomona.
10/30	Los Angeles	Spoke with staff member from Assembly Member Roybal-Allard’s office re: ELA Town Hall meeting. We were provided with names of community-based organizations. Staff member will be notified when meeting date is confirmed.
10/30	Orange	Provided Anaheim Public Library small business assistance information.
10/30	Los Angeles	Korean Fourth Congress is being assisted with advising clients on wet cleaning process and eligibility for loan guarantees and general financial assistance.
10/30	Los Angeles	L.A. County Fire Department - Small Business Assistance staff is assisting fire officials by providing information on water-based cleaners and Rule 1171 (solvents) to distribute to auto repair facilities in L.A. County. Staff scheduled to give presentation.
10/31	Los Angeles	Spoke with L.A. Alliance for Drug Free Community re ELA Town Hall Meeting to review potential issues related to environmental justice, quality of life. Scheduled followup meeting.
10/31	Los Angeles	Provided outreach materials for an Environmental Fair at TABC Inc.
10/31	Los Angeles, Orange, San Bernardino & Riverside	Spoke with Latin Business Institute re: outreach to immigrant entrepreneurs. SBA staff will assist Institute in developing outreach to microbusinesses in predominantly ethic communities in OC, LA and San Bernardino counties.

BUSINESS ASSISTANCE

AQMD assists its regulated customers by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance, and by actively participating in efforts to attract and retain employers in the basin. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

10/1-31	Districtwide	Clean Air Ambassador program - Staff completed preparations for a survey of business perspectives on basin air quality and the AQMD’s programs for cleaning up the air. Surveys will be conducted in November in five state assembly districts. Over a 3-day period, technical and management staff from many program areas within AQMD visited close to 250 business owners.
10/2	Los Angeles	Thermoplastic injection molding company - Relocating to larger facility. Staff provided assistance.
10/6	Districtwide	Common Sense Initiative - Participated in conference call meeting to discuss pilot programs for community engagement in this basin.
10/7	Los Angeles	Sent Air Quality Assistance Fund information to aluminum foundry wishing to expand and upgrade their operation.
10/7	Los Angeles	Attended the USC/Regional Water Quality Control Board seminar. Topics discussed were the different local groundwater, stormwater, and watershed programs that are available. Also addressed was their underground storage tank and clean-up program.
10/7	Los Angeles	Staff met with LADWP re: Implementation of R1138. Offered to help assist 100 + restaurants in service territory impacted by this rule.

10/10	Orange	Met with city economic development staff at pharmaceutical company in Enterprise Zone.
10/13-17	Los Angeles, Orange, & San Bernardino	Staffed the local permit assistance center in these areas.

10/14	Los Angeles	Cogeneration plant customer - Met with cogeneration user to assess value of equipment and options for long-term viable operation. This field visit was part of a review of a potential default in the AQMD loan guaranty program.
10/15	Los Angeles	Film cleaning company - Company was referred to Small Business Assistance. Staff assisted in filing of application for conversion to percholorethylene.
10/15	Riverside	Used car printing facility - Staff met with staff assistants to three county supervisors. The new company seeks to locate in Riverside County and will be subject to NSR, BACT, toxics risk assessment and public requirements.
10/16	Los Angeles	California Auto Body Association, Glendale/ Foothill Chapter, Mini Trade Show - Staffed AQMD table and gave out AQMD & SBAO literature. Discussed current product variance for topcoat/basecoat systems. Offered assistance for their customers with spray booth permitting.
10/17	Orange	Crushing/recycling concrete and asphalt company - Staff provided assistance.
10/17	Los Angeles	Metal products fabrication - Staff assisted company in obtaining a revised billing statement that deleted then exempt equipment.
10/21-24	Los Angeles, Orange & San Bernardino	Businesses in these locations were provided with basic permitting assistance.

10/21-24	Districtwide	Public Notification - Staff distributed notices to all interested parties on two public hearings (Rule 1613 - Credits for Truck Stop Electrification and Rule 2513 - Air Quality Investment Program). Also, distributed a notice of the extension of the comment period on Rule 1118 - Refinery Flare Emissions.
10/23	Districtwide	Vapor Recovery Rule Audit - Provided officials from the Automotive Trade Organizations of California (AUTO-CA) with 4-page summary of recent audit showing frequent noncompliance by gas stations with Rule 461. This organization represents gas station operators, and has agreed to meet with AQMD officials to discuss the survey and how to improve compliance.
10/23	Orange	Autobody shop - Assisted a new owner in completing permit applications for spray booth.
10/23	Riverside	Fiberglass boat manufacturer - Provided general permitting assistance for proposed new company planning to locate facility in Riverside County.
10/23	Los Angeles	Furniture company - On-site technical consultation. Company needs permit to operate and staff is assisting in resolving odor complaints.
10/23	Orange	Autobody shop - Assisted with multiple applications for spray booths. Conducted on-site technical consultation.
10/23	Orange	Assisted automotive paint company by explaining Rules 1107 and 1151.
10/23	San Bernardino	Advised contractor of reporting requirements for removal of underground diesel storage tanks.
10/23	Los Angeles	Assisted contractor that needed applicable rule (1403) regarding removal of lead/asbestos paint that is chipping.
10/23	Los Angeles	Artist - Owner received a Notice to Comply for operating a plasma cutter without a permit. With the help of staff, owner submitted a letter to the inspector stating the cutter would not be used to cut stainless steel and that the rating was under 30KW and therefore is exempt under Rule 219.
10/24	Los Angeles	Vapor degreaser manufacturer - Staff assisted with rule interpretation regarding the use of n-propyl bromide, a non-NESHAPS solvent. Company is phasing out 1-1-1 trichloroethane.
10/24	Los Angeles	Pipe manufacturing facility (proposed) - Staff assisted in determining if a permit would be required for spraying a solvent-based rust proofing coating on the pipes.
10/24	Los Angeles	Film cleaning company - Explored options for control systems to limit perchloroethylene emissions and assisted in finding vendors of this equipment.
10/24	San Bernardino	Trailer manufacturer - Staff conducted on-site consultation.
10/28	San Fernando	Autobody shop was assisted with their application for a payment plan for the permit filing fees.
10/28	Los Angeles	Business Assistance staff attended team training for business retention, expansion and relocations funded by City of San Fernando, Trade & Commerce and L.A. Economic Development Corp.
10/28-31	Orange, San Bernardino	Provided clearances to new businesses for plan checks in response to referrals from these cities.
10/29	Los Angeles	Discussed ERC’s and permitting with furniture manufacturer in Anaheim area. Company is trying to purchase emission credits from another furniture manufacturer.
10/29	Orange	Red Team meeting with manufacturer of cranes and heavy duty outdoor equipment.
10/29	Los Angeles	Tank Manufacturer - Staff assisted company in solving problems with use of High Volume Low Pressure (HVLP) spray guns. Also discussed modifications to spray booths.
10/29	Orange	Assisted local theme park in obtaining closure on emission issue.
10/30	Los Angeles	Restaurant - Staff assisted with permit application for the certification/registration program for charbroilers.

10/30	San Bernardino	Manufacturer of electronics equipment - Company with 4 solvent degreasers wants to change solvents. Referred to SSC engineer to identify options for switching from HCFCs to compliant solvents. Staff will assist with permit applications once proper compliant solvents are identified.
10/30	San Bernardino	Autobody shop - Staff assisted with permit application for a spray booth.
10/30	Los Angeles	Plastics Manufacturer - Staff assisted with Rule 1168 for bonding wood to plastic.
10/31	Los Angeles	Furniture Manufacturer - (Followup to Aug 24 meeting) Partnering with SCE to assist with installation of a coatings line for hard maple wood.
10/31	Los Angeles	Metal Coater - Staff assisted with reinstatement of expired permits for this company.
10/31	Riverside	Plastic Products Manufacturer - Followup to on-site consultation of 10-2-97. Clarified Rule 219 regarding injection molding process and issued clearance to City of Riverside. No permits are required.
10/31	Orange	Chrome Plater - Called for technical and financial assistance to reinstate expired permits.
10/31	Riverside	Consultant for pressboard manufacturer - Assisted with permit application and clearance letter.
10/31	Los Angeles	Assisted oil refinery with fee issues.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works interactively with local government, state and federal officials in response to their air quality concerns and local issues. Major activities include informing, educating and helping cities and counties address various air quality issues that are encountered in their communities. Additionally, staff administers the AB 2766 Subvention and MSRC Discretionary Fund Programs.

Staff met with Mobile Source Air Pollution Reduction Review Committee (MSRC) Chair John Longville and Vice Chair Gwen Norton-Perry regarding the MSRC’s AB 2766 Discretionary Fund FY 1997-99 Work Program.
10/1	Riverside	Staff attended the City of Corona Council meeting and discussed the MSRC’s 25% Subvention Fund Match Program, recent changes at the AQMD, and Chairman Burke’s recently announced "Environmental Justice Initiatives" with council members and staff.
10/1	Los Angeles	Discussed AB 2766 Subvention Funds with Bill Miller of Cope Environmental who is working with the City of Ontario on a CNG System.
10/2	San Bernardino	Staff participated in the Leadership Southern California’s "Metropolitan Forum Project - Local Government Initiative" meeting. The project team included local government and business leaders in the Inland Empire.
10/3	Los Angeles	Met with David Olivas (City of Baldwin Park) to discuss AB 2766 Subvention Fund Program options.
10/6	Riverside	Staff attended the Western Riverside Council of Governments (WRCOG) Executive Committee Meeting. Staff discussed the MSRC’s 25% Subvention Fund Match Program and Chairman Burke’s recently announced "Environmental Justice Initiatives" with executive committee members and the interim executive director.
10/6	Riverside	Staff attended the reception for Coachella Valley Association of Governments (CVAG) retiring Environmental Affairs Director.

10/7	Orange	Staff attended the Orange County Council of Governments Technical Advisory Committee (OCCOG-TAC) Meeting and discussed the AQMD staff’s request for OCCOG-TAC participation on the Rule 1186 Technical Committee.
10/7	Orange	Staff attended the Orange County Public Affairs Association luncheon event. The program was new Orange County Transportation Authority (OCTA) Chief Executive Officer Lisa Mills discussing Orange County’s Transportation Future. Staff discussed Chairman Burke’s "Environmental Justice Initiatives" with the California Transportation Commissioner, Dana Reed of Orange County.
10/7	Los Angeles	Provided information on urban tree plantings to Bell Gardens Mayor Pro Tem who requested reference information on organizations that provide these services.
10/8	San Bernardino	Staff met with Mayor Tom Minor of the City of San Bernardino regarding the MSRC’s EV "Quick Charge" Infrastructure Project in the City of San Bernardino.
10/8	Riverside	Staff attended the Riverside County Transportation Committee (RCTC) Board of Directors Meeting. Staff discussed the MSRC’s proposed Work Program with Riverside County Supervisor Tom Mullen.
10/9	Districtwide	Staff attended SCAG’s "Special" General Assembly and Regional Council Meeting. The focus of the meeting was to discuss the Regional Transportation Plan (RTP). The Regional Council heard testimony from Robert Garcia, Sr. Attorney for the Environmental Defense Fund regarding "Equity and Equality" in the Draft RTP. Following a detailed presentation by SCAG staff, the Regional Council took action to delay release of the RTP until November 9, 1997.

10/10	San Bernardino	Staff attended a breakfast meeting hosted by San Bernardino County Supervisor Jerry Eaves and featuring a presentation by State Senate President Pro Tem Bill Lockyer.
10/14	Riverside	Staff attended the Riverside City Council Meeting and discussed the MSRC’s EV "Quick Charge" Infrastructure Project in the City of Riverside.
10/14	Riverside	Staff met with Jan Peterson, Child Care Programs Coordinator with the Riverside County Department of Education regarding the progress and performance of the City of Montclair - Riverside County Child Care Consortium’s Metrolink Station Child Care Facility funded by the MSRC.
10/14	Riverside	Staff attended the Temecula City Council Meeting. Staff discussed the MSRC’s 25% Subvention Fund Match Program and Chairman Burke’s recently announced "Environmental Justice Initiatives" with Council Member Ron Roberts and City Engineer Ron Parks.
10/15	San Bernardino	Staff attended the San Bernardino Associated Governments (SANBAG) Plans, Policies and Programs Committee. Staff discussed the recently approved MSRC Work Program and concerns about the Work Program which have recently been expressed by members of the state legislature.
10/15	Riverside	Staff attended the "Air Quality Equity" Symposium sponsored by Riverside County Supervisor Bob Buster and Riverside "Thursday Group" Chair Jane Block. The meeting was attended by approximately 100 interested Riverside area residents. Staff discussed the future "community meetings" which will be held as part of the Board’s "Environmental Justice" Initiatives with Chairwoman Block who expressed interest in participating and being involved.

10/16	San Bernardino	Staff attended the San Bernardino County City Managers Meeting. Staff reminded the City Managers in attendance about the impending deadline for submitting applications to participate in the MSRC’s 25% Subvention Fund Match Program.
10/16	Districtwide	Staff met with David Brandmeyer, Battelle Institute, the Chair of the Southern California Association of Governments (SCAG) Clean Cities Advisory Council, John Zinner, Zinner Consultants and Dr. John Ingersoll, Helios International regarding a draft "Alternative Fuels Strategy" report prepared by Zinner Consultants for the OCCOG. Discussion involved the part the Strategy may play in the Clean Cities program, as well as possible interrelationship to future MSRC programs.
10/16	Districtwide	Staff held a teleconference with Michelle Kirkhoff, SANBAG Transportation Programs Manager/MSRC-TAC Vice Chair regarding approaches and strategies regarding AB 2766 matters scheduled for consideration by the San Bernardino City Council at their meeting on Monday, October 20, 1997.
10/16	San Bernardino	Discussed ARB’s opinion regarding use of the AB 2766 Subvention Funds for the hiring of 29 school crossing guards with Dr. Curlin, Council Member, City of San Bernardino.
10/20	San Bernardino	Staff attended the San Bernardino City Council Meeting. The City Council unanimously approved the item on the council agenda regarding MSRC’s EV "Quick Charge" Infrastructure Project in the City of San Bernardino.
10/20	San Bernardino	Made presentation to the San Bernardino City Council regarding crossing guard proposal on the AB 2766 Subvention Fund Program
10/21	Los Angeles	Met with City Manager for the City of Pico Rivera, to discuss eligible uses of the AB 2766 Subvention Funds.

10/22	Orange	Met with City of Brea, to discuss eligible uses of AB 2766 Subvention Funds.
10/22	Los Angeles	Met with City of Torrance, to discuss Environmental SCAM data for the South Bay Cities.
10/23	San Bernardino	Staff attended the Baldy View Public Private Coalition (CLOUT) Meeting. Staff discussed the Board’s "Environmental Justice" Initiatives and the TAO Funding Reauthorization issue with Pat Wysocki, Field Representative for State Senator Jim Brulte (R-Rancho Cucamonga). Ms. Wysocki expressed interest in both matters and asked to be kept informed about the matters.
10/ 24	Riverside	Staff attended the City of Riverside "Clean Cities" designation event hosted by Mayor Ron Loveridge.
10/24	San Bernardino	Staff attended the Leadership Southern California forum conducted by the CORO Foundation regarding issues of importance to the region.
