This report highlights the October 1997 activities of the Public Affairs Office which includes the following activities: Environmental Justice Initiatives, Community and Business Outreach, Small Business Assistance, Intergovernmental Affairs, Public Records and Media.

The following report reflects the activities of the Public Affairs Office for the month of October. The report format includes five major areas: Environmental Justice Initiatives, Community Events/Public Meetings, Business Assistance (including Economic Development/Business Retention), Intergovernmental Affairs Activity and Communications.

ENVIRONMENTAL JUSTICE INITIATIVES

A Town Hall meeting was held on December 4, 1997, at the Senior Citizens Center in Boyle Heights. Public Affairs staff has also participated in a number of other activities associated with the initiatives reported elsewhere in this month’s agenda. A summary of issues will be mailed to the Board under separate cover.

BUSINESS ASSISTANCE

AQMD assists its regulated customers by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance, and by actively participating in efforts to attract and retain employers in the basin. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

Clean Air Ambassador program - Staff completed preparations for a survey of business perspectives on basin air quality and the AQMD’s programs for cleaning up the air. Surveys will be conducted in November in five state assembly districts. Over a 3-day period, technical and management staff from many program areas within AQMD visited close to 250 business owners.

Vapor Recovery Rule Audit - Provided officials from the Automotive Trade Organizations of California (AUTO-CA) with 4-page summary of recent audit showing frequent noncompliance by gas stations with Rule 461. This organization represents gas station operators, and has agreed to meet with AQMD officials to discuss the survey and how to improve compliance.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works interactively with local government, state and federal officials in response to their air quality concerns and local issues. Major activities include informing, educating and helping cities and counties address various air quality issues that are encountered in their communities. Additionally, staff administers the AB 2766 Subvention and MSRC Discretionary Fund Programs.

Staff attended the Riverside County Transportation Committee (RCTC) Board of Directors Meeting. Staff discussed the MSRC’s proposed Work Program with Riverside County Supervisor Tom Mullen.

Staff attended SCAG’s "Special" General Assembly and Regional Council Meeting. The focus of the meeting was to discuss the Regional Transportation Plan (RTP). The Regional Council heard testimony from Robert Garcia, Sr. Attorney for the Environmental Defense Fund regarding "Equity and Equality" in the Draft RTP. Following a detailed presentation by SCAG staff, the Regional Council took action to delay release of the RTP until November 9, 1997.

Staff attended a breakfast meeting hosted by San Bernardino County Supervisor Jerry Eaves and featuring a presentation by State Senate President Pro Tem Bill Lockyer.

Staff attended the "Air Quality Equity" Symposium sponsored by Riverside County Supervisor Bob Buster and Riverside "Thursday Group" Chair Jane Block. The meeting was attended by approximately 100 interested Riverside area residents. Staff discussed the future "community meetings" which will be held as part of the Board’s "Environmental Justice" Initiatives with Chairwoman Block who expressed interest in participating and being involved.

Staff attended the San Bernardino County City Managers Meeting. Staff reminded the City Managers in attendance about the impending deadline for submitting applications to participate in the MSRC’s 25% Subvention Fund Match Program.

Staff met with David Brandmeyer, Battelle Institute, the Chair of the Southern California Association of Governments (SCAG) Clean Cities Advisory Council, John Zinner, Zinner Consultants and Dr. John Ingersoll, Helios International regarding a draft "Alternative Fuels Strategy" report prepared by Zinner Consultants for the OCCOG. Discussion involved the part the Strategy may play in the Clean Cities program, as well as possible interrelationship to future MSRC programs.

Ms. Wysocki expressed interest in both matters and asked to be kept informed about the matters.
