Synopsis:

The Legislative Committee held its regular meeting on Friday, January 24, 1997. The next Legislative Committee meeting is Friday, February 21, 1997 at 8:30 a.m. in Conference Room CC8.

Attendance

Roy Wilson, Vice-Chairman of the Legislative Committee, and Committee members Jim Silva and Nell Soto were present. In the absence of William Burke and Michael Antonovich, and pursuant to the Procedure for Standing Committees of the Governing Board, adopted March 8, 1996, Chairman Mikels appointed himself and Councilwoman Norma Glover as ad hoc members of the Legislative Committee for the meeting of January 24, 1997 only. (Attachment 1 is the attendance record).

Assembly and Senate Committee Assignments: Staff highlighted recent Assembly and Senate assignments, noting that Assembly committees are not fully formed. Bills cannot be heard in the Assembly until membership is decided. (Attachment 2)

Status of AQMD sponsored bills: Staff reported that authors have been obtained for both bills of the District’s 1997 bills (Attachment 3). Senator Herschel Rosenthal (D-Los Angeles) has agreed to carry AQMD’s bill continuing funding for the Technology Advancement Office until 2010. Senator Ruben Ayala (D-Chino) has agreed to carry the District’s PM10 bill extending cities’ authority to lower speed limits as a means of controlling fugitive dust. The former will be introduced next week. The latter is already in print (SB 191). Bills must be in print for 30 days prior to being heard.

Other New Bills: Staff told the Committee that only six of the 100 anticipated air quality bills have been introduced so far. Staff also reviewed Senator Hayden’s announcement that he is introducing legislation (1) to require health advisory alerts based on PM 2.5 levels; and 2) regarding more rapid attainment of the state and federal particulate matter standards. Those bills are not yet in print (Attachment 4).

SB 113 (Lewis) - Municipal Rideshare Ordinances: Staff provided an analysis of SB 113 allowing large employers under city rideshare ordinances to opt into District Rule 2202 instead. The City of Santa Monica currently is the only municipality that would be affected. Staff indicated that SB 113 might also become a vehicle for other ridesharing amendments, including additional funding for voluntary rideshare programs. Since the situation is fluid, staff recommended and the committee concurred with a WATCH position on the bill. (Attachment 5)
