Annual Report on the Air Toxics "Hot Spots" Risk Assessment Program
Synopsis:
The Air Toxics "Hot Spots" Information and Assessment Act of 1987 (AB 2588) requires local air pollution districts to prepare an annual report. This report summarizes the AB 2588 program during the past year and anticipated air toxics activities during the upcoming year. Highlights for 1996 include startup of a pilot program for completing risk assessments quickly and at a reduced cost to affected companies, a streamlining effort to review and approve risk assessments sooner, and working with CARB to implement new requirements due to amendment of the Act.

Background
Under the requirements of the California Air Toxic "Hot Spots" Information and Assessment Act of 1987 (the Act, AB 2588), the AQMD approves facility emissions inventories, determines which facilities must prepare health risk assessments and ensures that health risk assessments are prepared according to state and AQMD guidelines. An additional requirement of the Act is for local air districts to provide an annual report of risk assessments and of air toxics rulemaking. The attached report provides a summary of major program activities during 1996 and anticipated activities during 1997. Staff recommends to continue using contractors to assist in the review of risk assessments, in particular, for the review of air dispersion modeling. Staff also will work with the ARB to implement the new risk-based fee schedule under the state AB 2588 fee regulation.
