Mobile Source Air Pollution Reduction Review Committee and Approve Motor Vehicle Registration Fees Report to CARB for FY 1995-96 for the AB 2766 Discretionary Fund Portion
SYNOPSIS:
Pursuant to Health & Safety Code 44247, CARB is required to gather data on funding sources from all air districts with an annual budget exceeding $1 million. The FY 1995-96 report to CARB includes AQMDs funding sources and data and analyses for the three segments of the AB 2766 Program. Since submittal dates for each portion are different, this action requests the Board to approve the portion of the report covering the 30% discretionary segment of the AB 2766 Program. On December 19, 1996, the MSRC unanimously agreed to forward to the Board for approval this segment of the report.Set forth below are a summary of key issues addressed at the MSRCs December 19, 1996, meeting at which the members met as a committee of the whole due to the lack of a quorum. The MSRCs next meeting is Thursday, January 23, 1997, at 1:00 p.m. in Conference Room CC8.

Approve Motor Vehicle Registration Fees Report to CARB for FY 1995-96 for the AB 2766 Discretionary Fund Portion
Pursuant to Health & Safety Code 44247, CARB is required to gather data on funding sources from all air districts with an annual budget exceeding $1 million. The FY 1995-96 report to CARB includes AQMDs funding sources and data and analyses for the three segments of the AB 2766 Program. Since submittal dates for each portion are different, this action requests the Board to approve the portion of the report covering the 30% discretionary segment of the AB 2766 Program.
The MSRC received this segment of the report which incorporates 38 projects totaling $9,764,416 funded in FY 1995-96 by the Committee, along with summary data and estimated emissions reductions on each project. This portion of the report is due to CARB by January 15, 1997. For your information, this report has been prepared in diskette form with embedded information as requested by CARB for compatibility with its computers. The report in its entirety can be made available upon request. The report reflects well on the discretionary program, and the MSRC unanimously agreed to forward it to the Governing Board for consideration. Release of Program Opportunity Notice as Part of the FY 1997-99 AB 2766 Discretionary Fund Work Program
As part of the FY 1997-99 AB 2766 Discretionary Fund Work Program being developed, the MSRC has decided to release a PON for the TCM category. Specifically, this PON will solicit innovative market-based strategies and student education projects for improving air quality. The PON allows flexibility and an opportunity for creativity from pre-proposers, and may result in an RFP or requests for full proposals which may result in sole-source efforts. The PON is provided with this report for your information (Attachment 1). Any RFPs or sole-source contracts will be submitted to the Governing Board for consideration prior to funding.
It is anticipated that several FY 1995-97 Requests for Proposals will be submitted to the Governing Board for consideration in either March or April 1997. I will keep you posted as developments move forward.
Inland Empire Clean Fuels Corridor: Public Agencies Implement an Electric Charging Network
At the MSRCs meeting the MSRC-TAC Vice Chair, Michelle Kirkhoff, who represents the San Bernardino Associated Governments, provided a presentation on an Inland Empire Clean Fuels Corridor Project, which was partially funded by the MSRC and includes 15 electric charging stations. The handout on this program is provided for your information (Attachment 2).
Electric Vehicle "Quick Charge" Program
Saturn has advised us that to date 60 EV-1s have been delivered to customers for three-year leases using the $5,000 buydown incentive provided by the MSRC. In addition, enthusiasm and interest has exceeded expectation, such that Saturn has had to hire additional personnel to handle the volume of people interested in leasing the EV-1. I will keep you posted on this activity.
1997 Meeting Schedule
The MSRC adopted a 1997 meeting schedule, retaining monthly meetings on the fourth Thursday, but rescheduling the commencement time to 1:00 p.m. A copy of said schedule is provided with this report as Attachment 3.
Minutes
The minutes of the October 24, 1996, monthly meeting were approved, as submitted. These minutes are provided for your information as Attachment 4.
Reimbursement Report on Actual AB 2766 Discretionary Program Expenditures for FY 1996-97 First Quarter
In May 1996 the MSRC approved the reimbursement of miscellaneous administrative and mailing costs for FY 1996-97 for an amount not to exceed $30,000. Every quarter staff prepares a report on actual costs for the MSRCs approval. For the first quarter of FY 1996-97 miscellaneous costs in the amount of $3,471.34 were reimbursed to the AQMD.
Contract Modification Requests
The MSRC took the following actions on requested contract modifications, as recommended by its Technical Advisory Committee:
1) For City of Glendale Contract #C94051, which provides $273,500 to convert buses and construct a Park-n-Ride facility, approval of a four-month contractual term extension, but denial of a 5% increase based on the premise that the contractor has access to other funds which can make up the deficit including its AB 2766 City Subvention Funds;
2) For Local Government Commission Contract #C95004, which provides $83,802 for a Cleaner Air through Better Land-Use Program, approval of a five-month contractual term extension, a scope change to provide for a follow-up workshop with the participating cities, and a cost reallocation which does not affect the overall project costs, with approval contingent on expanding the follow-up workshop to allow other cities that may be interested to participate;
3) For U.S. Electricar Contract #C95017, which provides $325,000 for electrification of ground service equipment, approval of a one-year contractual term extension, but denial of release of the 10% withhold prior to final report submittal, contingent that the contractor try to find an alternate site for the demonstration program or move forward with installation of the equipment at Ontario Airport. The contractor will also report back to the Committee in three months on the status of equipment installation;
4) For TRED Foundation Contract #C95026, which provides $1,098,000 for the differential cost of heavy-duty CNG engines, approval of an 11-month contractual term extension;
5) For Noxtech, Inc. Contract #C95008, which provides $282,000 for development of a plasma particulate and NOx reduction device, approval of a six-month contractual term extension; and for a second Noxtech, Inc. contract, #C97005, which provides $210,000 for demonstration of a plasma assisted catalyst, approval of a stop work order since information from the first contract is required to proceed with the second;
6) For Arthur D. Little Contract #C96021, which provides $140,943 for demonstration of remote sensing instruments, approval of a two-month contractual term extension, scope change to adjust subcontractor and staffing requirements, and cost reallocations;
7) For City of Montebello FY 1995-97 Proposal #5-4B, which was awarded $154,000 in funding for a rail feeder service, approval of a scope change allowing the contractor to bill hourly rather than per trip, contingent that $39,500 not be exceeded for a period of three months, following which the contractor will provide the Committee ridership figures for further evaluation;
8) For Battelle FY 1995-97 Proposal #43-4, which was awarded $1,469,625 in funding for a fleet alternative-fuel program and construction of a CNG fueling facility, approval of a scope change allowing participant and vehicle specification changes along with a reduction in the award because of said changes;
9) For Bicycle Commuter Coalition of the Inland Empire FY 1995-97 Proposal #46-5, which was awarded $291,564 in funding for an electric assist bicycle program, approval of a scope change to increase co-funding and a novation to the County of San Bernardino; and
10) For Los Angeles County MTA FY 1995-97 Proposal #7-12, which was awarded $300,000 in funding for a fuel cells buyers consortium effort, approval of a contract execution extension through December 31, 1996, contingent that there be no further execution extensions and that any potential scope changes be submitted during this period as well.
The MSRC also authorized the Contract Administrator to send a letter to a contractor (Bank of America Contract #C94041), who has been negligible in submitting any invoices and its final report even though the FY 1993-94 contract expired one year ago, requiring submittal of such within two weeks or the $108,500 funding award will be rescinded. Finally, the MSRC received and filed a report on "Scope Changes Handled Administratively by the AQMD Contract Administrator," which included only one minor reporting adjustment for University of Riverside Contract #C96017, which provides $148,186 for a Goods Movement Emissions Analysis.
