This report highlights the Public Advisor, Local Government, Small Business Assistance and Economic Development activities for the month of May, 1997. Comprehensive reports on these efforts are set forth below in Sections I, II, III and IV, respectively.

SECTION I - PUBLIC ADVISOR ACTIVITIES
Staff participated in the activities, programs and events listed below. A statistical report of these activities also is included.

COMMUNITY OUTREACH
LONG BEACH MEMORIAL RESPIRATORY RALLY
AQMD staff distributed outreach materials and answered questions about episodes and health effects of air pollution from attendees of a pulmonary conference at Long Beach Memorial Medical center. The May 2 event attracted support groups from throughout Southern California and featured speakers from HMOs and hospital medical staff. More than 500 people attended.
CLEAN AIR MONTH ACTIVITIES
The AQMD served as a co-sponsor of Clean Air Month activities hosted by the American Lung Association (ALA) of Los Angeles and ALA Orange County. ALA Los Angeles hosted a Clean Air Patch Program with local Boy and Girl Scout Troops and Boys and Girls Clubs. The students read about air pollution and its health effects and gave presentations to their families and schoolmates in order to earn their Clean Air Patch. AQMD plans to expand the scope of this program to include scout troops in other counties. ALA of Orange County offered a full range of activities for businesses, children, and the general public. Highlights include a Childrens Poster/Poetry Contest, Clean Commute Week, Bike to Work Day and the culmination of the month long celebration with a Clean Air Leaders Awards Reception on June 12 at Disney Ice in Anaheim. ALA OC had tremendous support from area businesses including JCPenney, Xerox Corporation, Bank of America, The Walt Disney Company, Spectramotion, City of Anaheim and McDonnell Douglas. The AQMD thanks the American Lung Association for its leadership in support of clean air efforts.
CLEAN AIR SCIENCE FAIR
AQMD staff exhibited and distributed outreach materials at the Clean Air Transportation Solutions (CATS) Science Fair Expo in Palm Springs on May 14. Science fair exhibits from middle schools and high schools throughout the Coachella Valley were displayed. The exhibits demonstrated possible ways of using technology to reduce air, water and waste pollution. Over 300 students from Coachella Valley schools attended the fair. The CATS project is sponsored by the Mobile Source Air Pollution Reduction Review Committee (MSRC) through contract with the AQMD.
GIRL SCOUT 85TH BIRTHDAY
AQMD staff exhibited and distributed outreach materials to 20,000 Girl Scouts in attendance at the Girl Scouts 85th Anniversary celebration at the Fairplex, Pomona on May 24. Staff was able to distribute air quality information and materials to Girl Scouts from 10 Southern California area councils.
CLEAN AIR NIGHT
Underprivileged youths were able to attend a San Bernardino Stampede Minor League Baseball game on May 27, 1997 as guests of the AQMD, which donated 100 tickets it received as part of an advertisement package with the Stampede to the Boys and Girls Club of San Bernardino. The club provided bus transportation to the game for the children. Each child also received AQMD outreach material and promotional items.
CALIFORNIA YOUTH AUTHORITY HEALTH & SAFETY FAIR
Staff of the California Youth Authority (CYA) was treated to a health and safety fair May 22 at the Herman G. Stark Youth Training School in Chino. AQMD participated by staffing a booth and distributing outreach literature and promotional items to the more than 300 people attending.
AQMD HOSTS YOUTH CONFERENCE
The AQMD hosted the 4th annual Youth Empowerment Conference, sponsored by Project INFO Community Services and its Youth Federation. Close to 200 high school students attended the full-day program which was organized and facilitated by area high school students. The morning began in the AQMD Auditorium with an inspirational presentation by Moctezume Esparza, a movie producer. Mr. Esparza spoke to the students about the importance of self-reliance and believing in your dreams. He also encouraged the students to recognize their individual talents. Afterward, the youths dispersed into breakout sessions throughout the Conference Center.
BUSINESS OUTREACH
AUTOMOTIVE SERVICE COUNCIL MEETINGS
WATER-BASED SOLVENTS (RULE 1171 OUTREACH)
In response to letters the AQMD sent to the 13 local chapters of the Automotive Service Councils of California, all 13 have called to request a speaker on the new Rule 1171 requirements. One of those speaking engagements was to a group of auto repair shop owners from the LAX/South Bay area. The goal of these meetings is to obtain input from automotive repair shop owners on the best way to inform this areas more than 10,000 auto repair shops of the revision to Rule 1171 that requires the switch from petroleum solvents to water-based solvents for automotive parts washing tanks.
INDUSTRIAL ENVIRONMENTAL COALITION OF ORANGE COUNTY MEETING
AQMD staff provided a briefing at this bi-monthly meeting of environmental professionals. The briefing included explanations of upcoming rulemaking activity and a description of the AQMDs efforts at publicizing the 50 years of progress toward clean air.

PLANNING FOR THE OPENING OF THE NEW CLEAN AIR TECHNOLOGY CENTER
Over the past year, the Office of Public Affairs, Small Business Assistance program, has taken the lead in planning for the opening of the Clean Air Technology Center (Center). This center is an innovative pilot project where displays, interactive exhibits and workshops can be made available to the general public on clean air technology. The Center will encourage the use and enhanced development of low-polluting alternatives to more traditional products and processes. The center is located at AQMD headquarters in Diamond Bar with 3,300 square feet of space for exhibition purposes.
The Center is intended to meet the needs of customers who want to know what steps they can take to clean the air. It will benefit our business customers who see the benefits of preventing and reducing pollution through clean technologies; non-regulated customers who want to do their part to clean the air; students; manufacturers of clean technologies; public agencies and local governments. All of them participate in finding and using clean technologies.
The marketing of the Center is currently underway. The initial marketing has consisted of the following: (1) the mailing of 305 exhibitor application and information kits; (2) the placement of classified advertisements in local newspapers; (3) the inclusion of the Centers marketing statement in AQMDs Internet Homepage; (4) the addition of an integrated voice response message to AQMDs toll-free hotline and (5) the scheduling of an article on the Center in the next issue of the AQMD Advisor.
The AQMD is not endorsing any product or system by displaying it in the Center. All manufacturers of products meeting the clean air criteria will be invited to display in the Center. Manufacturers will be expected to provide their own display and pay for its installation. All products, equipment or processes will be required to meet certain preliminary criteria to qualify for exhibition. Completed application requests are due by the middle of July for the initial set of displays. The Center is scheduled to open in September of this year.

Definitions
Rule Interpretations - assistance in interpreting whether permits are necessary and/or whether a business is operating in compliance with AQMD rules.
Permit Applications - assistance in completing permit applications and calculating fees.
Clearance Letters - state law prohibits Building Departments from issuing a final certificate of occupancy unless all requirements of the local air quality agency are met.
On-site Consultations - technical consultation provided at ones place of business.
Financial Assistance - screening businesses planning to purchase air pollution control equipment to determine eligibility for loan guaranties.
New Business Roundtables - attending multi-agency meetings with new or expanding businesses.
Outreach activities - participating in meetings/conferences on small business concerns (includes Chambers of Commerce, local governments, technical seminars). This includes assisting businesses to become involved in rule development.
Bilingual Assistance - providing all or part of our services in languages other than English.

ECONOMIC DEVELOPMENT & BUSINESS RETENTION (EDBR) ACTIVITIES

ACTIVITIES
Activities during this reporting period included participation in 1 Red Team meeting with Kushwood Manufacturing. Assistance was provided to various facilities wanting to expand or consolidate their operations. Companies were informed of emerging new pollution reduction technologies as well as technology transfer opportunities. EDBR staff also participated in 9 public outreach meetings by making a presentation and providing information to interested parties. The total number of participants reached through these meetings exceeded 1600 people.

FURNITURE COMPANY RELOCATION (CONFIDENTIAL)
A major manufacturer of high quality wood furniture that services markets across the country is in the process of relocating and expanding their business. Currently, the furniture industry is estimated to be about an $8 billion a year industry in the south coast air basin (Jack Kaiser, Los Angeles Economic Development Corporation). The manufacturer believes that he can garner significant market share by this expansion while increasing employment from 230 to 400 people. Staff has met with and advised the manufacturer on how to expand and applications are in the process of being submitted.
MAJOR FURNITURE MANUFACTURER EXPANSION AND RELOCATION (CONFIDENTIAL)
A major manufacturer of hotel furniture employing 450 people has outgrown their present location and is actively looking for a new facility. This manufacturer requires approximately 200,000 square feet of manufacturing space and, upon acquisition, will hire an additional 320 new employees. An expansion of this sort would mark a 300% increase in business volume. Staff has met and advised the manufacturer how to accomplish this expansion and relocation while maintaining compliance with all our clean air goals.
WORLD ELECTRIC VEHICLE
A manufacturing plan has been received by staff from Troy Design & Manufacturing (TDM). This was a co-sponsored project with the California Air Resources Board and District Technology Advancement Office for the design of an electric all composite vehicle for passenger car/light duty service. The vehicle design development is unique in the proposed application of composite materials for the construction of body structure components. This production plan is based on the use of commercially available composite manufacturing technology, including thermoformed continuous swirled mat, braided pre-forms over foam cores, resin transfer molding and compression molding of heat molding compounds.
The total cost per vehicle, based on a 5,000 vehicle/year production rate, was estimated to be about $21,000. The current task is to use the manufacturing plan as a tool for attracting investors to back the start-up of such a plant. Staff is currently conducting presentations to both domestic and foreign investors.
