Proposal:

Consider Appointment of Interim Executive Officer Pending Recruitment

Synopsis:

The Executive Management Agreement between AQMD and Dr. James M. Lents will expire July 31, 1997. This action is for the Board to consider appointment of an Interim Executive Officer effective August 1, 1997 and consider necessary steps to recruit for the position of Executive Officer.

Recommended Action:

Authorize the Administrative Committee to consider, at its July 18, 1997 meeting, possible candidates for Interim Executive Officer and make a temporary appointment subject to Board ratification at the August 8, 1997 meeting pending recruitment for the position.

Background

At the Administrative Committee meeting June 20, 1997, it was moved, seconded and approved 4-2 (Antonovich and Soto, Noes) to defer consideration of candidates for Interim Executive Officer to the Committee’s July 18, 1997 meeting. This is because the July 18 meeting occurs after the Board’s July 11, 1997 meeting at which extension of the Executive Officer’s existing contract will be considered. The opinion was expressed that it would be premature to discuss candidates until final resolution of the issue of extension of the present Executive Officer’s contract. Board Members Antonovich and Soto disagreed.

It is in the best interests of the public to ensure that there is an orderly transition of the management of the agency and that there is appropriate interim management. Staffing

matters are within the purview of the Administrative Committee. Therefore, it is appropriate that the Administrative Committee fulfill its responsibilities by reviewing candidates for Interim Executive Officer in an orderly manner at its next Committee meeting, make a temporary appointment subject to ratification by the full Board when it meets August 8, 1997, and that the Committee proceed with the process to solicit proposals from executive search firms to conduct a recruitment for the position of Executive
Officer.

Proposal

Authorize the Administrative Committee to review candidates for Interim Executive
Officer and appoint an Interim Executive Officer, subject to Board ratification at the August 8, 1997 meeting, and proceed with the recruitment process.
