PROPOSAL:

Remove Fixed Assets Being Transferred to Antelope Valley Air Pollution Control District from AQMD Fixed Assets Inventory

SYNOPSIS:

In FY 1997-98, the AQMD will transfer control and operation of the Lancaster Air Monitoring Station to the Antelope Valley Air Pollution Control District (AVAPCD). Criteria pollutant monitoring instrumentation currently operating at that location will also be transferred to AVAPCD. AQMD Policy Number 20, Fixed Assets, dated July 5, 1995, requires Board approval to transfer fixed assets to AVAPCD, and remove them from the inventory.

Authorize the deletion of the equipment identified below from the AQMD fixed assets inventory.

Background

The planned turnover of the Lancaster Air Monitoring Station (AMS) to the AVAPCD passes responsibility for monitoring criteria pollutants in the area to the desert region under SB 2666 (Knight). To effect a smooth transition, and to provide continuing air quality information to the public, existing instruments should remain in place and be transferred to the AVAPCD. The following fixed assets are in place at the Lancaster AMS:

Once the transfer is complete, the instruments will no longer be AQMD property. AQMD Policy Number 20, Fixed Assets, requires Board approval to delete fixed assets from the AQMD inventory.

Proposal

Upon completion of the transfer of responsibility and equipment to the AVAPCD, delete the listed fixed assets from the AQMD inventory.

Resource Impacts

The equipment to be transferred is still operational, but would otherwise be scheduled for replacement within the next two to four years. The transfer of the Lancaster AMS equipment to the AVAPCD is deemed to be in the best interest of the public to provide continuing air quality information to the citizens of the Antelope Valley. This action will not affect the continuing operation of other AQMD monitoring sites.
