Proposal:

Approve Consultant-Recommended Salary Revision for Three Non-contract Management Classifications

Synopsis:

Outside contract consultants who recently completed a salary comparison study of three non-contract management classifications, Atmospheric Measurements Manager, Source Testing and Monitoring Manager, and Technology Implementation Manager, have recommended the salary levels for these classifications be moved one band higher, from Salary Band F to Salary Band E, for reasons of pay equity. This action would provide an approximately ten percent salary increase for the three classifications and for the four employees currently holding positions in these classifications.

Background

Out of concern that salaries for the Atmospheric Measurements Manager, Source Testing and Monitoring Manager, and Technology Implementation Manager classifications may not be equitable when compared with other AQMD non-contract management classes, contract consultants from Comp Plus, a division of William Hamilton & Associates, were asked to conduct a salary study of the three non-contract management classifications. The study involved review of written information on duties, responsibilities, scope of authority, accountability requirements, and other characteristics of positions in these classifications provided by position incumbents and their directors and Deputy Executive Officers, as well as personal interviews with position incumbents. Salary data, classification specifications, and organizational data relevant to these three classifications and to other non-contract management classifications were also reviewed.

The consultant’s study report indicated that, based on comparisons of managerial responsibility, accountability and decision making, level in the organization, number and level of staff supervised, and level of technical expertise required, these three non-contract management classifications more closely resemble classifications in the top non-contract management salary band, Salary Band E ($73,382 - 89,206), than those in their current band, Salary Band F ($66,710 - 81,107). As a result, the consultants recommended placing the salaries for these three classifications at the top non-contract management salary band, Salary Band E.

Proposal

Based on the recommendation of outside contract consultants, this action is to move the salaries for the Atmospheric Measurements Manager, Source Testing and Monitoring Manager, and Technology Implementation Manager classifications from Salary Band F to Salary Band E. These changes, if approved, would be effective July 1, 1997, and would result in an approximately ten percent increase in the salary level for these classifications. Currently there are four incumbents in the three classifications, one Atmospheric Measurements Manger and one Source Testing and Monitoring Manger, both in Applied Science and Technology, and two Technology Implementation Mangers, both in Information Management.

Resource Impacts

At current Board-approved salary levels, the annual cost of these changes is approximately $33,000. Sufficient funds exist within the approved budget to accommodate this increase.

RESOLUTION NO. 97-_______

A Resolution of the South Coast Air Quality Management District Board amending the District Salary Resolution to move salaries for the noncontract management classifications of Atmospheric Measurements Manager, Source Testing and Monitoring Manager, and Technology Implementation Manager from Salary Band F to Salary Band E.

WHEREAS, the Governing Board of the South Coast Air Quality Management District exercises its duty to review and determine appropriate wages, hours, and other terms and conditions of employment provided to noncontract management employees.

THEREFORE, BE IT RESOLVED that the Board of the South Coast Air Quality Management District, State of California, in regular session assembled on June 13, 1997, does hereby amend AQMD’s Salary Resolution to move salaries for the Atmospheric Measurements Manager, Source Testing and Monitoring Manager, and Technology Implementation Manager classifications from Salary Band F ($66,710-81,107) to Salary Band E ($73,382-89,206).
