Synopsis:
The Technology Committee met on May 16, 1997. Major items discussed included a review of Technology Advancement items reflected in the regular Board Agenda for the June Board Meeting. A summary of these topics with the Committee's comments is provided, together with an attendance roster. The next Technology Committee meeting is June 27, 1997 at 11:30 a.m.

Technology Committee
Attendance: Present were Committee Chairman Leonard Paulitz and Committee Members Cody Cluff and Roy Wilson. Also present were Board Members Norma Glover and Nell Soto. Other attendees are listed in Attachment A.
Committee Topics
1. Execute Contract to Develop and Demonstrate Low-Emission Alternative Fuel Commercial Lawn and Garden Equipment - Commercial lawn and garden equipment contribute significantly to Basin VOC and CO emissions inventories. Based on results of a competitive solicitation, IMPCO Technologies Inc. has been selected to develop and demonstrate low-emission alternative fuel commercial lawn and garden equipment. Total project cost is $996,080, with the AQMDs share not to exceed $246,080. The Committee reviewed the information presented, and noted their approval of staffs recommendation.
2. Execute Contract to Develop and Demonstrate Most Efficient and Cost-Effective Control Technology for Underfired Charbroilers - There are approximately 10,000 restaurants in the Basin using underfired charbroilers. The AQMDs proposed Rule 1138 would control PM10 and VOC emissions from these charbroilers by establishing emission limits. Based on results of a competitive solicitation, CE-CERT has been selected to develop and demonstrate a cost-effective control technology to achieve the desired limits. Total project cost is $150,000. The committee reviewed the information presented, and noted their approval of staffs recommendation.
3. Execute Contract to Cost-Share Development ad Demonstration of Fast Charging Systems for Electric Vehicles - Automotive manufacturers have announced the introduction of EVs. Because of battery capacity and recharging time, these EVs will be limited to a daily range of 50 to 120 miles. Besides higher-capacity batteries, fast charging systems have been identified as an area which can improve the effective range of EVs. Based on the results of a competitive solicitation, General Motors has been selected to develop and demonstrate fast charging systems. Total project cost is $2.93 million with AQMD cost-sharing of $500,000. The committee reviewed the information presented, and noted their approval of staffs recommendation.
Other Business - There was no other business.
Public Comment Period - John Billheimer referenced an article in Consumer Products which mentioned ARB requirements for lawnmowers, and suggested the AQMD might like to submit articles for publication. Mr. Billheimer also handed out a graph on small business funding, showing the breakdown of permit fees from large and small companies.
