Proposal:

Adopt Resolution Regarding Advisory Council and Advisory Groups to Provide that Members are Eligible for Compensation; and Increase Membership of Two Advisory Groups

Synopsis:

On January 10, 1997 the Board adopted a Resolution creating final charters for six Advisory Groups and the Advisory Council. Those charters provided that compensation continue through June 30, 1997 for those individuals serving on groups which presently receive same, and that all advisory group members shall serve without compensation effective July 1, 1997. At the request of some Board members, the Administrative Committee reconsidered this issue and recommends that all such members be eligible to receive compensation of $100 per diem for attendance at the meetings of the Advisory Group or Advisory Council to which the member belongs, plus mileage and parking expenses, in according with District policy.

Background

In December 1996 the Governing Board consolidated several advisory committees/task forces into six Advisory Groups. A summary of which groups received per diem and/or mileage expenses is as follows:

* Individuals who are not elected officials, but who are presumed to be paid by their employer for the time spent attending a meeting at AQMD, were not paid per diem.

The final charters for the Advisory Groups, adopted by Board resolution on January 10, 1997, provide for a continuation of per diem to those groups which were then receiving same through June 30, 1997 after which all Advisory Group and Advisory Council members will serve without compensation. Some Board members asked that the issue be reconsidered by the Administrative Committee prior to June 30, 1997.

In FY 1994-95, a total of $22,745 was paid to ECAC, IAIC, and Advisory Council members for per diem ($19,800) and mileage ($2,945) and in FY 1995-96 a total of $26,595 was paid ($22,400 per diem and $4,195 mileage). The following table lists the new Advisory Groups, the number of members in each, and the potential per diem obligation if all members attended all meetings. In practice, attendance over a 12-month period is less than 100%, so an 80% estimate is shown for comparison.

*** Mileage is dependent on the distance traveled; however, assuming every member of an Advisory Group or the Advisory Council (a total of 173) claimed mileage amounting to $50 annually, the total annual cost for mileage would be $8,650.

The Charters also set forth the membership of the Advisory Groups and Advisory Council. The Administrative Committee anticipates considering recommendations for Advisory Group membership at its June 20, 1997 meeting and for Advisory Council membership at its July 18 meeting, for presentation to the Board July 11 and August 8, 1997, respectively. In addition, staff believes it would be appropriate to increase the number of members of the Scientific, Technical & Modeling Peer Review Advisory Group to allow approximately 20 experts (instead of 15) to serve.

Proposal

The Administrative Committee reviewed this matter on May 23, 1997 and recommends that the Governing Board amend Resolution 97-1 and its attached Charters to provide that members of Advisory Groups and the Advisory Council are eligible for the payment of $100 per diem, and mileage and parking expenses, in accordance with District policy, for attendance at meetings of the Group or Council of which the individual is a member; and increase the number of members of the Scientific, Technical & Modeling Peer Review Advisory Group to allow approximately 20 experts (instead of 15) to serve.

Fiscal Impacts

Staff will bring a budget transfer action to the Board at a later date to reallocate funds in the FY 1996-97 budget from other accounts to fund this requirement.
