Appoint Members to the AQMD Hearing Board

Synopsis:

The terms of office for Attorney Member Kim Abel and alternate Herbert M. Schoenberg; and Engineer Member Ed Camarena and alternate Farooq A. Khan expire June 30, 1997. Pursuant to Cali-fornia Health and Safety Code Section 50501.1(b), an Advisory Committee, consisting of one representative appointed by each of the Counties of Los Angeles, Orange, Riverside, and San Bernardino, and the City of Los Angeles, reviewed the resumes submitted by all of the applicants, selected a short-list of applicants to interview, and made its recommendations to the Board's Administrative Committee. This action is to appoint the Attorney Member and the Engineer Member, and their alternates to the AQMD Hearing Board.

Background

Pursuant to Health and Safety Code Section 40501.1(b), a Hearing Board Advisory Com-mittee composed of one representative appointed by each of the Counties of Los Angeles, Orange, Riverside, and San Bernardino, and the City of Los Angeles, was appointed to make recommendations regarding appointments to the AQMD’s Hearing Board. The Advisory Committee [ Dr. Jack Witz, Los Angeles County representative, Chair; Detrich B. Allen, City of Los Angeles representative; Judith S. Gilbert, San Bernardino County representative; Dr. Tom Tyson, Orange County representative; and A. Norton Younglove, Riverside County representative] completed its interviews of candidates on May 8, 1997 and recommends the following appointments to the AQMD Hearing Board:

Alternate: Janet Dillon

Engineer Member: Principal: Edward Camarena

Alternate: Farooq A. Khan

At the request of the Committee, District staff reviewed the resumes of 50 attorneys and 22 engineers who submitted resumes for three Hearing Board positions. Kim Abel, the current Hearing Board Chair, will be relocating to the state of Washington with her family and did not seek reappointment. Based on selected criteria developed by the Committee (Attachment 3), staff evaluated the resumes submitted and then ranked and grouped the individuals according to their scores. The resumes were reviewed by Nick Nikkila, DEO Technical Support Services; Bryan Bradford, Human Resource Analyst; Nancy Covey, Contracts Manager; and Larry Watkins, Program Supervisor, Economic Development/-Business Retention (Engineering resumes only). Based on staff's ranking, the Committee then narrowed the candidates to the following short list of candidates who were invited for interviews.

On May 23 the Administrative Committee reviewed the recommendations of the Advisory Committee, and concurred in the Committee's recommendations. The individuals recom-mended for appointment were subsequently contacted, and indicated their willingness to serve.
