Synopsis:
The Legislative Committee considered agenda items including recommended positions on the following bills:AB 117 (Escutia) -- Various Location Permits;
SB 211 (Kelley) -- Neighborhood Electric Vehicles;
SB 270 (Peace) -- Foreign Vehicle Standards;
AB 183 (Richter) -- Smog Check: Ombudsperson;
AB 208 (Migden) -- Smog Check: Repair Tax Credits;
SB 42 (Kopp) -- Smog Check: Old Cars; and
SB 61 (Haynes) -- Smog Check: Roll Back.The Board will consider adopting positions on these bills.

Approve the legislative positions recommended below.

Attendance
Roy Wilson, Vice-Chairman of the Legislative Committee, and Committee members Nell Soto and Cody Cluff were present. Noting the absence of Committee Chair William Burke and members Jim Silva and Michael Antonovich, AQMD Chairman Jon Mikels appointed himself as an ad hoc member for the Legislative Committees February 21, 1997 meeting only. (Attachment 1).
1997 Bill Introductions
Staff provided the committee with a list of bills that have been introduced so far in this session (Attachment 2). Following the February 28 deadline for bill introductions, senior management will prioritize bills and bring an updated list back to the Committee next month. Those deemed highest priority will direct where staff targets its legislative resources.
Executive Summary for Report to the Legislature and Air Resources Board on the Districts Regulatory Activities for Calendar Year 1996
An executive summary of AQMDs SB 1928 Report to the Legislature was provided to the Committee. Staff noted that the bulk of the information contained in the report is simply a compilation of information previously reviewed by the Board. The entire report will be forwarded to the Board for consideration at its March meeting. (Attachment 3).
Recommended Positions on Bills
Staff provided analyses and recommendations on seven new bills, four of which deal with the Smog Check II program.(Attachment 4). AB 117 (Escutia) addresses various location permits and stems from a public nuisance problem caused by a cement recycling facility located in the Assemblymembers district. The Legislative Committee voted to take no position on the bill yet, and referred the issue to the Stationary Source Committee for additional discussion.
