Synopsis:

The Stationary Source Committee met on Friday, February 21, 1997. Following is a summary of that meeting. The next Stationary Source Committee meeting will be held on March 21, 1997, at 10:30 a.m., in Conference Room CC8.

Attendance

The meeting began at 10:35 a.m. Present were Committee Chair Mee Hae Lee and Committee Members Nell Soto, Norma Glover, and Ron Loveridge. Committee Members Marvin Braude and James Silva were not present. Also present, but not voting, were Board Members Cody Cluff and Leonard Paulitz.

Summary

The Committee reviewed the items on their agenda (attached). Comments were noted on the following items:

1. Status Report on Title III Implementation

Stationary Source Compliance Deputy Executive Officer Pat Leyden reported on the meeting held in San Francisco on January 28, 1997, with EPA Region IX Administrator Felicia Marcus, where outstanding issues associated with implementing the federal air toxics program in California were discussed. A follow-up meeting with Ms. Marcus, with a smaller group, was held on February 5, 1997. At that meeting, it was asked that the smaller group of negotiators handle the issues for local program approval and that EPA not send their program approval of the rule on to Office of Management and Budget until the negotiating session had occurred. The meeting is tentatively scheduled for March 5 and 6, 1997, at EPA in San Francisco.

Ms. Leyden displayed binders that have been put together for that meeting. She explained the binders’ contents and what is happening with this regulatory program. She also explained that we plan to make this regulatory program our major priority for Source Education over the next 6-8 months.

2. Status Report on Control of Emissions from Restaurant Operations

Stationary Source Compliance Senior Manager Jill Whynot briefed the Committee on Proposed Rule 1138. This rule has been under development since 1990. There are approximately 30,000 restaurants. Since 1991, there have been seven contracts to develop test methods and determine emission factors. The focus on recent efforts has been emission testing at CE-CERT. The testing was on a combination of four types of equipment (one with controls) and four types of food. The AQMD-sponsored testing has been completed and the final report is being prepared. The California Restaurant Association’s testing is partially completed. The recommended approach is to proceed with Rule 1138 for chain-driven charbroilers; amend BACT for chain-driven charbroilers; and continue to research technology for under-fired charbroilers. In addition, staff is discussing an MOU alternative for existing chain-driven charbroilers, in lieu of amending Rule 1138. The Committee directed staff to proceed and report back on a regular basis.

3. Rule 1168 - Control of VOC Emissions from Adhesive Applications

Ms. Pat Leyden briefly explained that the key policy considerations to this rule are technical infeasibility of January 1, 1998 limits for adhesives used for PVC pipe. Proposed amendments will extend the adhesive VOC limits to the year 2002 and remove aerosol adhesive requirements. The recommended approach is to amend the rule as proposed and for staff to monitor adhesive technology developments. The rule is scheduled for public hearing at the April 11, 1997 Board meeting.

4. Rule 1134 - Emissions of NOx from Stationary Gas Turbines

A brief report on this rule was given to the Committee by Ms. Pat Leyden who explained that this rule currently limits NOx emissions from gas turbine units rated at 0.3 MW and greater in size which, prior to August 4, 1989, were issued a valid Permit to Construct or Operate. The Los Angeles County Sanitation District (LACSD) installed three gas turbine units using sewage digester gas in 1984 and installed selective catalytic reduction in 1993. After extensive testing and attempts to meet the required NOx emission limit of 9 ppm, it has been determined by LACSD and AQMD staff that the required emission limit cannot be met. This rule amendment would relax NOx emission limits for gas turbine units utilizing sewage digester gas. Only one facility is affected--LACSD’s Carson plant. The rule is scheduled for public hearing at the April 11, 1997 Board meeting.

5. AB2588 Cost Estimate for FY 1997-98

The state AB 2588 fee regulation establishes fees to recover state and local district costs. The cost estimate will be presented for approval at the March 14, 1997 Board meeting. AQMD is required to transmit the Board-approved program cost estimate and finding for tracking facilities to CARB by April 1, 1997 for inclusion in the state fee regulation. Due to time constraints, there was no discussion on this item.
