Minutes

The minutes of the January 23, 1997, monthly meeting were approved, as submitted. These minutes are provided for your information as Attachment 1.

Approval of Qualifications Package for General Motors’ S-10 Electric Pickup for Participation in the MSRC’s ZEV "Quick Charge" Program

In September 1996 we approved General Motors as a qualified manufacturer and the qualifications package of its EV-1 for participation in the MSRC’s ZEV "Quick Charge" Program. At that time we authorized the MSRC to approve future qualification packages. The MSRC unanimously approved the qualifications package for GM’s S-10 Electric Pickup as part of the FY 1995-97 AB 2766 Discretionary Fund Work Program. Vehicle specifications for GM’s S-10 are attached for your information (Attachment 2). GM will receive funding for the $5,000 consumer incentive directly to buydown the suggested retail price of the qualified vehicle ($33,795) and will be reimbursed on a quarterly basis based solely upon the number of vehicles sold or leased during the previous quarter. Although GM’s EV-1 is available only by lease, the S-10 Electric Pickup will be available by lease or purchase. However, purchases must be made in quantities of ten or more to ensure that Chevrolet can provide the service necessary for these EVs. It is anticipated that municipalities will work cooperatively to make group purchases for fleets.

Two-Year FY 1997-99 AB 2766 Discretionary Fund Work Program

The MSRC unanimously approved the outline proposed by the MSRC-TAC for the FY 1997-99 AB 2766 Discretionary Fund Work Program, a two-year, $26 million program. The Work Program includes five components:

  1. Heavy-Duty ($7.5 million): including heavy-duty school, transit and fuel-cell buses and other heavy-duty vehicles;

  2. Local Government/AB 2766 City Subvention Match Program ($6.5 million): an application process providing a 25% match intended to encourage cities and counties to spend down their AB 2766 revenue balances;

  3. EV/ULEV ($8.550 million): including Phase II of the EV "Quick Charge" and Buydown Incentive Program; EV signage implementation, a ULEV/LEV Incentive Program, and a review of Phase I of the "Quick Charge" Program;

  4. Research & Development ($1 million): including advanced CNG/LNG fuel sites and development of certified LPG engines; and

  5. Transportation Control Measures ($2.5 million): including a PON to solicit market-based strategies and student education projects which was released in early January 1997, and RFPs for telecommuting projects such as bicycling and video conferencing, smart shuttles, and intelligent transportation systems.

The MSRC will consider the TCM Smart Shuttle RFP, the two-part R&D RFP, and the application material for the Local Government/AB 2766 City Subvention Match Program at its March 27 meeting. Issuance of these RFPs and application material will be included on our April 11 Governing Board agenda for consideration.

Approval of RFP for Technical Advisor Services

The MSRC unanimously approved release of an RFP for Technical Advisor Services for FY 1997-98. Although the MSRC is satisfied with the services performed by its current Technical Advisor, staff has recommended that because of the sole-source nature of the prior contract, the contract should go through the bidding process. Issuance of this RFP is on our March 14 Governing Board agenda for consideration.

Receipt and Approval of Final Reports

The MSRC received and approved two final reports, as follows:

  1. Orange County Transportation Authority Contract #C94039, which provided $100,000 for development of a transportation analysis model; and

  2. Bank of America Contract #C94041, which provided $108,500 for development and demonstration of an electric bus.

All final reports for the AB 2766 Discretionary Fund Program are filed in the AQMD’s Library.

Actual Staff Costs for FY 1995-96 Fourth Quarter and FY 1996-97 First and Second Quarters

For FY 1995-96 the MSRC approved staff and contract administration support costs in the amount of $334,525 and technical support in the amount of $164,258. Actual fourth quarter costs for staff and contract administration support were $100,643 for an annual total of $317,179; fourth quarter technical support costs were $49,386 for an annual total of $139,247.

For FY 1996-97 the MSRC approved staff and contract administration support costs in the amount of $390,000 and technical support in the amount of $155,000. Actual first quarter costs for staff and contract administration support costs were $95,438; second quarter costs, $85,531.

Contract Modification Requests

The MSRC took the following actions on requested contract modifications, as recommended by its Technical Advisory Committee:

  1. For Southern California Association of Governments Contract #C96025, which provides $550,000 for development of a regional transit database, approval of a six-month contractual term extension;

  2. For Riverside Transit Agency Contract #C95015, which provides $180,000 for the purchase of three alternative-fueled buses, approval of a 12-month contractual term extension with a 3-month additional option if there is a delivery delay by the manufacturer;

  3. For Omnitrans Contract #C95014, which provides $952,725 for the purchase of 21 CNG buses, approval of a four-month contractual term extension for Phase I of the contract;

  4. For Diversified Paratransit Contract #C95023, which provides $25,000 for a taxi link to Covina and Pomona Metrolink Stations, approval of a three and one-half month contractual term extension; and

  5. For Omnitrans Unexecuted Contract #C96037, which provides $1,312,024 for the purchase of 19 CNG transit buses, approval of a $14,024 (less than 5%) cost increase due to increases reflected in the RTIP.

The MSRC also received and filed a "Report on Scope Changes Handled Administratively by the AQMD Contract Administrator" which included five minor contract modifications for Bike Stations, Inc. Contract #C95010, Orange County Transportation Authority Contract #C94031, CalTrans District 8 Contract #C94048, Arthur D. Little, Inc. Contract #C96021, and Riverside County Transportation Commission Contract #C96029.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all fiscal year contracts. This Contract Administrator Report is also attached for your information.
