Execute Contract to Acquire Automated Gas Chromatograph System

Synopsis:

On January 10, 1997, the Board approved an RFQ to acquire an Automated Gas Chromatograph System to enhance the Burbank monitoring station for the PAMS program. This action is to execute a contract with Entech Instruments, Inc., in an amount not to exceed $69,361. Sufficient funds are allocated in FY 1996-97 budget.

Background

The Photochemical Assessment Monitoring Stations (PAMS) program is in its fourth year of implementation and an Automated Gas Chromatograph System is needed for the Burbank PAMS Type 2 Site which is slated to be on-line for the 1997 smog season. On January 10, 1997, the AQMD released RFQ #1909 to competitively select a vendor(s) from which to purchase the Automated Gas Chromatograph. Staff currently is using an Automated Gas Chromatograph at the Pico Rivera Type 2 PAMS site and believes this equipment is the more cost-effective option to meet the requirements of providing speciated, daily VOC analyses.

Proposal

This action is to execute a contract with Entech Instruments, Inc. for the purchase of the Automated Gas Chromatography System based on the scoring results of the evaluation criteria.

Outreach

In accordance with the AQMD’s Consultant Selection Policy and Procedure, a public notice inviting bids was published in the Los Angeles Times, Orange County Register, San Bernardino Sun, Riverside Press Enterprise, La Opinion, Korea Central Daily, Rafu Shimpo, Philippine News, LA Sentinel, Eastern Group Publications, Inland Valley Daily Bulletin, Precinct Reporter, El Chicano, The Black Voice News, La Voz, The Excelsior, Chinese Daily News, Inland Empire Hispanic News, M/W/DVBE Source, and Contracts Register. In addition, the RFQ was placed on the Internet, the AQMD’s Hotline and was mailed to the Latino and Black Legislative Caucuses, interested minority contractors and professional associations.

Bid Evaluation

Copies of the RFQ were mailed to 16 vendors. Six responsive bids and five no bids were received. An evaluation panel composed of four chemists (all males, 2 Hispanics, 1 Asian and 1 Caucasian) scored the bids based on the evaluation criteria which included responsiveness to the specifications and cost. Attachment A indicates the panel’s consensus scoring of the six responding bids.

Proposition 209 Compliance

Preference points were awarded as per Section IV - Evaluation and Selection Criteria of the published RFQ for Certified Local Business and MBE/WBE/DVBE (see Attachment A).

Resource Impacts

Sufficient funds are allocated for the purchase of Automated Gas Chromatograph System in the FY 1996-97 budget. This amount was part of the EPA 105 Supplemental Grant for the fourth year implementation of the PAMS program which was recognized by the Board on July 12, 1996.
