Proposal:

Establish List of Pre-Qualified Vendors for the Purchase of Personal Computer Hardware, Software, and Installation Services.

Synopsis:

On February 14, 1997, the Board approved the release of an RFQ to prequalify vendors for personal computer hardware, software, and installation service purchases. This action is to approve nineteen vendors for a period not to exceed June 30, 1999. Funds have been allocated for these expenses with estimated totals of $150,000 in FY 1996-97, and $200,000 in FY 1997-98.

Background

On February 19, 1997 the District released a Request for Quotation (RFQ) for Personal Computer Hardware, Software, and Installation Services. The purpose of this RFQ is to identify and select vendors capable of providing 1) personal computer hardware, software, and spare parts for those systems, and 2) on-site installation services. The Vendors selected as a result of this RFQ process will be used to make buying decisions which are in the best interest of the District. The certified vendor list will be in effect for a period not to exceed June 30, 1999.

Outreach

In accordance with the District’s Consulting and Contracting Policy, a public notice inviting bids was published in the California State Contracts Register, Chinese Daily News, Eastern Group Publications, El Chicano, Inland Valley Daily Bulletin, Inland Empire Hispanic News, Korean Central Daily, La Opinion, La Voz, Los Angeles Sentinel, Los Angeles Times, M/W/DVBE Source, Orange County Register, Philippine News, Precinct Reporter, Rafu Shimpo, Riverside Press Enterprise, San Bernardino Sun, The Black Voice News, and The Excelsior. Copies of the RFQ were mailed to the Black Caucus, Latino Caucus, and various minority chamber of commerce and business associations, and public service announcements were sent out to local radio, TV and cable stations. The RFQ also was advertised on the Internet at AQMD’s Website [http://www.aqmd.gov] and on AQMD’s bidders 24-hour telephone message line.

Bid Evaluation

Ninety-three copies of the RFQ were mailed out. Of the twenty three responses received when final bidding closed at 1:00 p.m. on April 15, 1997, four were ‘no bid’. Of the remaining nineteen bids, two were from woman-owned business enterprises, four were from minority-owned business enterprises (two Asian-owned, one Asian-Indian-owned, and one African American owned), and one was from a minority-woman-owned business enterprise (Asian-Pacific). The proposals were reviewed by an evaluation panel composed of three District staff members, one female and two males; two Hispanics and one Caucasian.

An evaluation of the bids showed that all bidders met or exceeded the required qualifications identified in the RFQ and all proposed comparable costs. After completing the evaluation and selection process (Attachment B), the evaluation panel qualified nineteen vendors (Attachment A). These vendors meet the minimum requirements identified in the RFQ. Staff believes that these vendors will be able to provide about 85% of the products and services required to support the District’s personal computer infrastructure. Computer hardware, software, and installation services purchased under this RFQ will be competitively bid among the qualified vendors. Orders will be placed with the vendors who are determined to be most advantageous to the District. Items not available from these vendors will be acquired in accordance with the District’s Administrative Policies and Procedures.

Proposition 209 Compliance

It is AQMD policy to award additional points or cost benefits for minority-owned, woman-owned, and/or disabled veteran-owned business enterprises. On November 5, 1996 California voters approved Proposition 209 which prohibits discrimination or granting preferential treatment based upon race, ethnicity, color, sex or national origin in the operation of public employment, public education, or public contracting. (Proposition 209 does not address disabled veteran-owned business enterprises.) On December 16, 1996, the Federal District Court issued an order applicable to all government agencies in California prohibiting enforcement of Proposition 209. Therefore, the AQMD’s existing policy remains in effect. Should the status of the law change at any point during the process of issuing an RFQ or RFQ or entering into a contract pursuant to a previously issued RFQ or RFQ, the AQMD will abide by the law in effect at the time the action is taken and any RFQ or RFQ will be deemed modified to comply with existing law and any provisions in conflict with existing law will not be enforced.

Resource Impacts

The software and hardware purchases will be funded with money allocated by each division in its Office Expense Account #815, and is estimated not to exceed $150,000 during FY 1996-97 and $200,000 in FY 1997-98. Total hardware and software funding will be determined by a survey of each office’s functional needs.
