SYNOPSIS:

The Mobile Source Committee met on Friday, October 17, 1997.
Presentations were made on the following items: RTAC Activities Related to SB 836; Update on Regional Transportation Plan; Update on Proposed Rule 2503 - Enforceable Procedures; Update on Proposed Rule 1613 - Credits for Truck Stop Electrification; Report on ARB’s Technology Conference; and Update on EPA Consultative Process. The next meeting date is to be determined.

ATTENDANCE: Present: Committee Chair Nell Soto, Committee Vice Chair Dr. S. Roy Wilson, and Committee Member Jon Mikels. Absent: Committee Members Norma Glover, Mee Hae Lee, and Ronald Loveridge. Attachment 1 is an attendance roster.

MOBILE SOURCE COMMITTEE DISCUSSION ITEMS

  1. Update on RTAC Activities Related to SB 836

    Staff informed the Committee that the two contracts for the Employer Activity and Employee Travel Behavior Surveys have been signed with Godbe Research & Analysis (GRA). The company has started developing the survey instruments for the project. They hope to be able to collect both sets of data by November 14, 1997. SCAG is administering the contract for the Independent Evaluator which has been awarded to Haug International.

    RTAC members are still discussing strategies for revising RTAC’s mission/policies, including the issues relating to AQMD participation and voting. Committee Member Jon Mikels’ proposal to have RTAC’s agenda divided into two parts, one relating to SB 836 related matters in which the AQMD would have a vote, and the other relating to regional transportation issues, was sent back to the RTAC Technical Advisory Committee for further discussion and recommendation.

  2. Update on the Regional Transportation Plan (RTP) (Attachment 2)

    Staff reported that SCAG had not yet released the 1997 Draft RTP. SCAG has, however, distributed a Decision Document which highlights some key policy decisions that have to be made before the document can be finalized. The Draft RTP is also known as "Community Link 21," to tie the issues to the 21st century. The decision areas are: (a) HOV Lane additions, and the question of whether HOV lanes on State Route 22 should be included in the RTP; (b) Toll Lanes, and the question of whether the RTP should include tolling to support the construction of additional highway mileage needed in the Basin; and (c) Urban Rail, with two questions to be resolved. The first is whether the Orange County Transportation Authority’s $1.8 billion light rail projects should be included in the RTP, and the second is whether it is reasonable for SCAG to continue to assume that heavy rail projects will have sufficient funding to be built. Public input is being sought to help resolve these issues.

    Staff informed the Committee that SCAG proposes to release the 1997 Draft RTP and Draft Master EIR on November 6, 1997. SCAG will receive public comments on the draft between November 10, 1997 and March 15, 1998. Workshops and public hearings will be conducted throughout the Basin during this period. The RTP Summit scheduled to be held at the AQMD on October 30, 1997 has been postponed until December, after the Draft RTP has been released. SCAG’s Regional Council will take final action on the RTP at its meeting on April 2, 1998.

  3. Update on Proposed Rule 2503 - Enforceable Procedures (Attachment 3)

    Staff presented a summary of outstanding issues still being negotiated with EPA and ARB regarding the enforceable procedures for Proposed Rule 2503. The five issues are: Waste Adjustment, Performance Adjustment Factor, Sufficient Test Methods, Source Testing Frequency and Use of MSDS for VOC-Containing Materials.

  4. Update on Proposed Rule 1613 - Credits for Truck Stop Electrification (Attachment 4)

    Staff informed the Committee that a public workshop was held on October 1, 1997 and comments were received that were being used to revise the proposed rule. One of the comments related to expanding the proposed rule to include tour buses that stop at amusement parks like Disneyland, Magic Mountain, sporting venues, etc. ARB would like to see some changes to the language on reporting and monitoring requirements. As a result of the public workshop, staff proposes to form a working group to review implementation issues.

    In response to a question by Committee Member Mikels, staff committed to looking into the question of potential hot spot impacts and the potential market for the truck stop electrification program.

  5. Report on ARB’s Technology Conference (Attachment 5)

    Staff reported on an ARB Symposium "Exploring New Technologies for Clean Air" that was held at U.C. Irvine’s Beckman Center from September 29, 1997 to October 1, 1997. The purpose of the symposium was to identify new technologies for further mobile source and stationary source emission reductions, to provide a forum for the review of possible future ARB regulatory initiatives, and to identify needed State Implementation Plan actions. Staff informed the Committee that ARB was updating its Low Emission Vehicle II program. ARB is revising its 150,000 mile durability requirement for trucks and adjusting the emissions inventory to reflect acceleration and air conditioning effects on emissions. ARB has introduced a new category, Super Ultra Low Emission Vehicles, to its family of LEVs for rulemaking purposes.

  6. Update on EPA Consultative Process (Attachment 6)

    Staff reported on the EPA Public Consultative Process meeting held at the Hyatt Regency Hotel in Los Angeles on September 23, 1997. The group discussed the status of seven federal measures, namely: M6 On-Road Heavy Duty Vehicles, M10 Off-Road Industrial Equipment (diesel), M12 Gas and LPG Equipment 25-175 hp, M13 Marine Vessels, M14 Locomotives, M15 Aircraft, and M16 Pleasure Craft.

  7. Update on REACH Task Force (Attachment 7)

  8. Rule 2202 Activity Report/Upcoming Events (Attachment 8)

    Written report submitted, no comments.

  9. Update on the Mobile Source Measures in the SIP (Attachment 9)

    Written report submitted, no comments.

  10. EIR Review and Preparation

  11. Legislative Update

    Written report submitted, no comments. (This report is included in the November Board package as Attachment 2 to agenda item number 24 "Legislative Committee Report.")

    Staff indicated that the schedule for the next two Mobile Source Committee meetings was under consideration, and staff would be contacting the Committee to arrange those dates.
