Mobile Source Committee

SYNOPSIS:

The Mobile Source Committee met on Friday, September 26, 1997.
Presentations were made on the following items: RTAC Activities Related to SB 836; Update on Regional Transportation Plan; Rule 2202 AQIP Recommendations for Second Quarter, 1997; Update on REACH Task Force; Execute Contract to Perform Data Analysis of PAMS Network Data; Proposed Rule 2503 - Enforceable Procedures; and Proposed Rule 1613 - Credits for Truck Stop Electrification. The next meeting is October 17, 1997, at 9:30 a.m., in Conference Room CC-8.

ATTENDANCE: Present: Committee Chair Nell Soto, Committee Vice Chair Dr. S. Roy Wilson, and Committee Members Norma Glover, Ronald Loveridge (arrived at 9:50 a.m.) and Jon Mikels. Absent: Committee Member Mee Hae Lee. Attachment 1 is an attendance roster.

MOBILE SOURCE COMMITTEE DISCUSSION ITEMS

1. Update on RTAC Activities Related to SB 836

The first phase, which included the development of the methodology to evaluate the effectiveness of voluntary ridesharing, was completed on August 27, 1997. The second phase, which involves data collection, has just begun. A contract has been signed with Godbe Research & Analysis to do both the Employer Trip and Emission Reduction Activity Survey and the Employee Travel Behavior Survey. The third phase involves the analysis of multiple data sources to evaluate voluntary ridesharing. Two proposals were received by SCAG in response to the RFP for an independent evaluator, and a recommendation is being made to the Regional Transportation Agencies’ Coalition (RTAC) to award the contract to one of the bidders.

The County Transportation Commissions are in the process of either developing or implementing voluntary rideshare programs funded by the $1.5 million earmarked by SB 836.

At the next RTAC meeting scheduled, a number of scenarios will be discussed regarding committee membership and voting. The Committee expressed a desire to support the scenario which would include the AQMD as a voting member. It was suggested that RTAC’s agenda be divided in two parts: one section to cover SB 836 related matters and the other agenda section to cover regional transportation issues.

2. Update on the Regional Transportation Plan (Attachments 2 and 3)

Based on recent meetings with SCAG staff, upon its release, the Draft 1997 Regional Transportation Plan will emphasize transit (bus) restructuring. It will propose to eliminate inefficient bus lines and replace them with smart shuttle jitney-type services. It will also propose the development of exclusive busways, and expanded high occupancy toll (HOT) road systems. SCAG reports that the rail system in the basin is currently operating at near capacity. Several policy options will have to be considered before the plan can be finalized for approval in 1998.

3. Execute Contract for Rule 2202 AQIP - Second Quarter/1997 (Attachment 4)

Twelve proposals were received for funding. Staff’s recommendation was presented to the Committee, and a motion was passed to approve one proposal for funding: Eco-Scrap - Option 3 in the amount of $292,500 for old-vehicle scrapping.

4. Status Report on REACH Task Force

Phase I efforts have been completed and as an outcome, it was recommended to undertake feasibility studies and to identify projects for market-based air quality and congestion relief experimentation. At the September 24, 1997 kick-off meeting for Phase II, the Task Force confirmed that a consulting firm or team will be contracted to undertake a feasibility study and recommend sites for demonstration projects. However, at this time, monies have not been identified to fund the feasibility/demonstration efforts.

5. Execute Contract to Perform Data Analysis of PAMS Network Data

Substantial amounts of data have been collected from the six Photochemical Assessment Monitoring Stations (PAMS) established in 1993 and the 1997 Southern California Ozone Study field measurements data. The Committee made a recommendation to award a contract to Sonoma Technology, Inc.

6. Proposed Rule 2503 - Enforceable Procedures (Attachment 5)

With the adoption of the AQIP early this year, proposed Rule 2503 describes the procedures that will be set in place to implement and monitor the program. The Rule describes the frequency of source testing, monitoring of activity levels, recordkeeping and reporting.

7. Proposed Rule 1613 - Credits for Truck Stop Electrification (Attachment 6)

This voluntary rule will provide the opportunity to generate mobile source emissions reduction credits for operators of truck stops that install electrification systems to eliminate emissions from truck idling. It also allows for the assignment of credits to operators of heavy-duty trucks and buses that are retrofitted with electrification packages. This program provides further opportunities for interagency credit trading.

9. Rule 2202 Activity Report/Upcoming Events (Attachment 7)

Written report submitted, no comments.

10. Update on the Mobile Source Measures in the SIP (Attachment 8)

Written report submitted. A question was raised as to the rate that the Measures are moving forward. Staff responded that progress has not been as aggressive as planned due to delays on the state and federal level.

11. EIR Review and Preparation

Written report submitted, no comments. (This report is included in the October Board package as attachments A-C to agenda item number 28 "Lead Agency Projects and Environmental Documents Received by the AQMD.")

12. Other Business

Staff mentioned that at a recent Employee Transportation Coordinator training class held at MTA, one third of the students took advantage of complimentary Metrolink commuter rail tickets. Recognition was given to Cecilia McLaughlin of TVS Consulting, the Rule 2202 training provider who orchestrated the multi-agency effort.

The Committee was also informed about a prototype electric car on display at the AQMD from Transportation Design and Manufacturing, a research firm based in Livonia, Michigan. The car has been provided to the AQMD and ARB for
demonstration.
