Mobile Source Air Pollution Reduction Review Committee

SYNOPSIS:

Set forth below is a summary of key issues addressed at the MSRC’s August 28, 1997 meeting. The next MSRC meeting is Thursday, September 25, 1997, at 1:00 p.m. in AQMD Conference Room CC8.

Minutes

The minutes of the August 28, 1997, monthly meeting were approved, as submitted, and are provided for your information as Attachment 1.

FY 1997-99 AB 2766 Discretionary Fund Work Program

At its August 28, 1997 meeting, the MSRC received its Technical Advisory Committee’s project recommendations on four components of the FY 1997-99 Work Program, including Research and Development, Student Education, Smart Shuttle/Transit System Enhancements, and Market Incentives, and received public comments on those recommendations. However, because of the loss of a quorum, the MSRC delayed final consideration on the Work Program until its next meeting. At its September 25, 1997 meeting, the MSRC discussed various projects on which they had concerns and again received public comment on the proposed Work Program. By the conclusion of the meeting, the MSRC had adopted project recommendations on the four components mentioned above. The MSRC recommends funding 12 projects in the amount of $1,859,674. These recommendations will be considered in a separate agenda item by the Governing Board at the
October 10, 1997 Board meeting; thus I have included no supporting material on the proposed Work Program.

Final Reports Received and Approved

The MSRC unanimously received and approved three final reports. They are as follows:

  1. Local Government Commission Contract #C95004, which provided $83,802 for a Land-Use/Transportation SWAT Team Pilot Project;

  2. SunLine Transit Agency Contract #C96010, which provided $26,025 for a Clean Air Transportation Solutions project; and

  3. Hughes Santa Barbara Research Center Contract #C96024, which provided $266,318 for a Remote Emissions Sensor NOx & Speed/Acceleration Optimization and Field Testing.

Contract Modification Requests

The MSRC took the following unanimous actions on requested contract modifications, as recommended by its Technical Advisory Committee:

  1. Approval of a cost reallocation for a reduction of labor hours allocated to a subcontractor for Countess and Cohen Contract #C97015, with the condition that no other funds can be transferred to this cost schedule line item in future;

  2. Approval of a scope change to allow for the purchase of five new CNG trucks rather than repowering five trucks, which results in a cost savings, the monies from which would be reallocated to cover unexpected costs for Amoco Oil Company Contract #C97011;

  3. Approval of a six-month contractual term extension to ensure completion of the three-month demonstration and preparation of the final report for Echelon Contract #C96015;

The MSRC was also advised that the City of Torrance has declined to move forward with its Contract #C96032 ($300,000) for the purchase of five CNG transit buses because of late delivery problems.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all fiscal year contracts. This Contract Administrator Report is attached for your information (Attachment 2). This Report includes a spreadsheet on the Local Government Subvention Match Program listing those projects that have met MSRC program requirements to date.
