PROPOSAL:
Establish Membership of Four Advisory Groups; Amend Resolution No. 97-1 to Change Membership Allowance; Delegate Authority to Make Additional Appointments From Time to Time; and Report on Board Chair Appointment of Additional Member to AQMP Advisory Group
SYNOPSIS:
On December 13, 1996, the Board reviewed existing advisory groups, consolidated functions into six advisory groups: AQMP; Ethnic Community; Home Rule; Local Government & Small Business Assistance; Scientific, Technical & Modeling Peer Review; and Technology Advancement, and established charters for each. This action is to (a) establish membership of four Advisory Groups: Ethnic Community, Home Rule, Scientific, Technical & Modeling Peer Review, and Technology Advancement; (b) amend Resolution 97-1 to change the membership allowance for two Groups; (c) delegate authority to the Board Chair or Vice Chair to make additional appointments from time to time, and (4) report the Chairs appointment of an additional member to AQMP Advisory Group.

RECOMMENDED ACTION:
- Establish membership of the Ethnic Community Advisory Group, Home Rule Advisory Group, Scientific, Technical & Modeling Peer Review Advisory Group, and Technology Advancement Advisory Group in accordance with the attached lists
- Amend Resolution No. 97-1 to change the membership allowance for Technology Advancement and Local Government & Small Business Assistance Advisory Groups;
- Delegate authority to the Board Chair or, in the Chairs absence, the Vice Chair to make additional appointments from time to time and report those appointments to the Board at the next Board meeting following the appointment; and
- Acknowledge the Chairs appointment of an additional member to the AQMP Advisory Group.

Background
At the January 10, 1997 meeting, the Board established charters for the six advisory groups specified in the synopsis above. Attachments A, B, C and D are staffs recommendations for membership on four Advisory Groups: Ethnic Community, Home Rule, Scientific, Technical & Modeling Peer Review, and Technology Advancement, respectively. These have been reviewed by the Administrative Committee and include an increase of one in the authorized number of members on the Technology Advancement Advisory Group. [ The number of members in each Advisory Group was established by Resolution 97-1. For the Technology Advancement and Local Government & Small Business Assistance Advisory Groups, the membership was set at "up to 12" and "15," respectively. To provide future flexibility, staff recommends the Board amend the membership statement for these two Groups to read "approximately 12" and "approximately 15," respectively.]
There remain a few vacancies on the Ethnic Community Advisory Group and staff will continue to work with ECAG to identify candidates. In addition, staff anticipates confirmation in the near future of a recommendation for the three remaining vacancies for Board Member appointed community representative on the Home Rule Advisory Group. Staff also is continuing discussions to fill the vacant environmental group position on HRAG.
The Administrative Committee recommended that the Board delegate to its Chair or, in the Chairs absence, the Vice Chair the authority to make additional appointments from time to time so that members can be added and participate in a timely fashion. These additional appointments would be reported to the Board at the next Board meeting following the appointment. This process was approved by the Board at its last meeting with respect to AQMP Advisory Group.
Subsequent to the Boards action to establish membership of the AQMP Advisory Group at its September, 1997 meeting, Chairman Burke has approved the request of Board Member Soto to add Monrovia City Councilman Joe G. Garcia to that Advisory Group.
There is only one remaining Advisory Group for which membership must be established and that is the Local Government & Small Business Assistance Advisory Group. Staff anticipates bringing recommendations for membership on this Advisory Group to the November Board meeting, following review by the Administrative Committee at its October 24 meeting.
Proposal
A. Establish membership of:
1. Ethnic Community Advisory Group in accordance with Attachment A,
2. Home Rule Advisory Group in accordance with Attachment B,
3. Scientific, Technical & Modeling Peer Review Advisory Group in accordance with Attachment C, and
4. Technology Advancement Advisory Group, including an increase of one in the authorized number of members, in accordance with attachment D.
B. Amend Resolution No. 97-1 to change the membership statement for Technology Advancement Advisory Group to "approximately 12" and for Local Government & Small Business Assistance Advisory Group to "approximately 15."
C. Authorize the Board Chair or, in the Chairs absence, the Vice Chair to make additional appointments from time to time and report those appointments to the Board at the next Board meeting following the appointment.
D. Acknowledge the Chairmans addition of Monrovia City Councilman Joe G. Garcia to the membership of the AQMP Advisory Group.
Fiscal Impacts
