FY 1996-97 AQMD Contract Activity

SYNOPSIS:

The attached annual report lists the number of contracts let during FY 1996-97, the respective dollar amounts, award type, and authorized contract signatory for the AQMD. This report includes the data provided in the March 1997 report covering contract activity for the first six months of FY 1996-97.

Background

Health and Safety Code Section 40721 (enacted in 1994) provides that CARB, in consultation with Cal-EPA, review and comment on the South Coast AQMD’s Three-Year Budget Forecast. As part of that review, CARB recommended that contract activity be reported periodically to the Board. The attached report is divided into four main categories: New Awards, Sponsorships, Other and Amendments. New Awards is subdivided between Competitive and Sole Source awards. The category Other includes Board Assistance Contracts, Air Monitoring Station Leases, Co-Funded Contracts, Pass-Through Funding from other agencies, and miscellaneous no-cost agreements. Each category lists the contracts which were approved by the Board and those which were approved by the Executive Officer. The greatest number of FY 1996-97 contract actions were New Awards (41%), followed by Amendments (36%), Other (12%), and Sponsorships (11%). The Board approved 63 contracts and amendments totaling $12,557,872; the Executive Officer approved 166 contracts and amendments totaling $1,483,509. A total of 229 contracts and amendments were awarded totaling $14,041,381.
