PROPOSAL:
Execute Contract for New Integrated Financial and Human Resources System
SYNOPSIS:
AQMD requires an integrated financial system (including accounting, purchasing, payroll, contracts, budgeting, human resources, and fixed asset inventory software that replaces/enhances current functionality, a new computer, and migration of historical data) to achieve efficient unified accounting and finance functions for the agency. This action is to award bid to Mikon Computer Systems to provide a turnkey system for a total cost of $1,185,171. Initial funds ($500,000) for purchase of this system are included in the FY 1997-98 Budget; the remainder will be requested in the budgets for FY 1998-99 through FY 2000-01 as part of a three-year lease/purchase agreement.

RECOMMENDED ACTION:

Background
On November 18, 1997, the AQMD released RFP #9798-10 entitled Finance Accounting System Migration. AQMDs current system, comprising Bi-Tech government accounting software running on an HP935, has been in use since 1990 and provides fundamental accounting functions (General Ledger, Accounts Payable, Accounts Receivable) in addition to several other finance-related functions, including payroll, human resources, and purchasing. The software package itself has been modified extensively to conform with specific AQMD needs and requirements.
Although the primary motivating factor for acquiring a new finance system is Year 2000 compliance, there is also a need to keep up with current technology and to enhance the functionality of the overall finance system, eliminating duplicate effort where possible and integrating processes that access the same data. Under the current system, some processes are still performed manually, while others not included in the basic system require redundant data entry and data storage. In addition, the current system relies on proprietary operating system software and a proprietary non-relational database management system. With open systems technology, data and code can be easily transported between platforms and systems, so that essential information can easily and securely move between independent systems
The RFP solicited bids for a complete, turnkey solution to replace and enhance existing system functionality. Seven categories of goods and services necessary for the migration of AQMD accounting system functions were identified in the RFP. These included an off-the-shelf financial system software package, appropriate relational database software, customization of the off-the-shelf software necessary to meet AQMD requirements, a hardware platform, installation of the hardware and software, maintenance support for the hardware and software, and migration of current AQMD data into the new system.

Additionally, potential bidders were identified using the Los Angeles County MTA, and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMDs own electronic listing of certified minority vendors; and AQMD Purchasings mailing list. Copies of the RFP were mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMDs Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMDs 24-hour telephone message line for bidders (909) 396-2724.
One hundred-sixty copies of the RFP were mailed out and 25 vendors attended the mandatory bidders conference held on December 2, 1997. Of the 25 organizations attending the bidders conferences, six were Minority Business/Disabled Veteran Business enterprises, and five were woman-owned.
Bid Evaluation
Four (4) bids were received in response to the RFP when final bidding closed at 12:00 p.m. on January 6, 1998. Of the four bids, one was from a women-owned business enterprise.
Two of the four bids were rejected as non-responsive; one for failing to follow the proposal submittal requirements as specified in the RFP and one for proposing a non-Windows, non-client server solution. The remaining two bids represented partnerships between two or more vendors. One bidder also proposed two different vendors to provide Human Resources/Payroll functionality. The three vendor groups included in the evaluation are as follows:
The in-depth evaluation of these three proposals by the panel found that two did not meet all of the technical requirements of the RFP. Attachment 1 reflects the evaluation of the single proposal that passed all of the technical criteria.
Independent of the selection process by the evaluation panel, the bids were evaluated by an external contractor to assess the proposed software, implementation/data migration services, need for customization, and associated costs. The contractor's assessment concluded that both proposed solutions are sound; however, the PeopleSoft software offers a base functionality that satisfies all of the Districts requirements in one package. The Platinum solution does not satisfy all of AQMDs requirements and requires integration of third-party software for Payroll and Human Resources. The lack of basic functionality, need for customization, and integration of distinct software packages impacts both implementation and future maintenance. In addition, the contractor found that the proposed costs were all within reasonable industry standards for Finance/HR/Payroll migration. The total cost for each proposal and the estimated total cost over five years, incorporating anticipated customization and routine maintenance, are as follows:

Panel Composition
The bid evaluation panel consisted of eight individuals, six internal to the AQMD and two external. Of these eight panelists, five are women and three are men; two of the panelists are Hispanic American, one is Asian-Pacific and five are Caucasian. Panel members represent all of the major users of AQMDs current Finance/HR system, including Finance, Purchasing, and Human Resources, as well as Information Management, with responsibility for maintaining and supporting the hardware and software that make up the system.
Resource Impacts
Funds in the amount of $500,000 for this purchase are included in the FY 1997-98 Budget to initiate this purchase. The remainder of the purchase price will be covered by a three-year lease/purchase agreement with Digital Financial Services at an maximum annual lease cost of $241,064 for three years, for a total price of $1,185,171. Funds in the amount of $241,064 will be requested annually through FY 2000-01 to cover the remainder of the lease.
In an effort to determine how this level of expenditure reflects public sector experience in the purchase or upgrade of finance system software, AQMD staff surveyed a number of local agencies, county governments, and municipal governments. Publicly available data from the survey are tabulated in Attachment 2. The reasons given for migrating to new finance/human resource software were fairly consistent -- Year 2000 issues, integration of separate but related functions, open vs. proprietary environments, client-server technology replacing legacy systems, relational databases, and additional functionality. However, there were many different solutions depending on specific needs and costs range from several hundred thousand dollars to millions of dollars.
Finally, Attachment 3 contains a listing of users for the software being recommended for purchase.

Four proposals were received in response to this RFP. Of these four proposals, two were deemed non-responsive. The remaining two proposals were group efforts from two or more independent vendors providing one or more pieces of the overall bid. Group 1 consisted of CompUSA, Platinum Software Group, and The Ultimate Software Group. Group 2 consisted of CompUSA, Platinum Software Group, and Automatic Data Processing. Group 3 consisted of Mikon Computer Systems and PeopleSoft.
