Issue RFQ for Security Guard Services at Diamond Bar Headquarters

SYNOPSIS:

The current three-year security guard services contract at the Diamond Bar Headquarters expires on August 9, 1998. This action is to issue an RFQ, the responses to which will be used to select a contractor to provide security guard services

Approve the release of the attached RFQ to solicit bids for a contract to provide security guard services for the Diamond Bar Headquarters.

Background

At its July 14, 1995 meeting, the Board awarded a three-year contract to Wells Fargo Guard Service to provide security guard services at Diamond Bar Headquarters, and this contract will expire on August 9, 1998.

Proposal

This RFQ is to procure security guard services for a three-year term as required at the Diamond Bar Headquarters. Release of an RFQ will allow security guard service vendors to bid on providing these services. AQMD staff will evaluate bids received to achieve competitive pricing and comparison. In the RFQ, staff has taken security guard wages into consideration by requesting each bidder to provide the wages and benefits paid to their employees. Staff will present the evaluation results and provide the Board with the lowest responsive and responsible bid with and without the RFQ-specified "living wage rate" considered. That name rate, included for comparison only, is the same as that used in the comprehensive City of Los Angeles Living Wage Ordinance. The vendor selected as a result of this process will be recommended to the Board for an award of the contract.

Additionally, potential bidders will be identified using the Los Angeles County MTA Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Copies of the RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMD’s 24-hour telephone message line for bidders (909) 396-2724.

Bid Evaluation

Quotations received will be evaluated by a panel of technically qualified individuals according to the criteria described in attached RFQ #2020.

Resource Impacts

Sufficient funds for the first year of this contract are budgeted in the draft FY 1998-99 Budget. Since this will be a three-year contract, continuing funds will need to be included in the budgets for each of two remaining fiscal years of the contract.
