Public Affairs Report

SYNOPSIS:

This report highlights the February 1998 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications. The 1997 AQMD Annual Report and the Clean Air Ambassador Program Report are included with this report.

The following report reflects the activities of the Public Affairs Office for the month of February. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including Speakers Bureau/Visiting Dignitaries), Business Assistance (including Economic Development/Business Retention), Intergovernmental Affairs (including Public Records) and Media Communications (including the Public Information Center).

2. Ambient Monitoring

of Air Toxics

• Technical Review Group met February 4; next meeting scheduled for March 18.

• Three sub-groups formed:

• Fixed monitoring sites have been selected.

• Five bids received for inventory project. Evaluations completed.

• Special toxic monitoring equipment ordered.

3. Community Response

Teams (CRTs)

• Community Response Teams established.

4. CEQA Commenting

• Review of documents began January 6.

• Renewed commenting began January 5. As of February 6, staff has received 47 documents for review. Of those, 29 required comments; ten letters have been sent; the remainder are under review.

• CEQA Handbook Revision Working Group formed - Last met February 26.

• Next meeting scheduled for March 26.

5. Environmental Justice

• First meeting held January 30.

• Follow-up activities in progress.

• Next Meeting scheduled for March 26 in conjunction with Colton (San Bernardino County) Town Hall Meeting.

6. City of Los Angeles

Environmental Justice

Forum

• Completed participation in October 97 Forum.

• Maintaining contact with L.A. Environmental Affairs - Second follow-up forum planned for Summer, 1998.

7. Diesel Fuel Clean-Up

Incentives

• Clean Air Solutions Center to host display themed "Cleanup Incentives for Diesel" starting mid-March.

• Provided testimony to Orange County Transit Authority in support of LNG transit buses and MTA in support of its alternative fuel program.

8. Field Inspection

Technology

• RFP for contract study released February 17.

• Refinement and improvement of testing, analysis, and enforcement technologies and capabilities continued to be implemented per the workplan.

9. Portable Equipment

Permitting

• Senior staff met with CARB February 6 relative to implementation.

• Tentative assessment is that the most appropriate manner to implement this initiative is through additional permit conditions that can be developed and implemented by the State.

10. Public Comment,

Rules 1401 & 1402

• 1401/1402 Working Group met March 4.

Mow Down Pollution Partnership Meeting: Participated in a multi-agency planning meeting for campaign to exchange 8,000 electric mulching lawnmowers at nine events from early-April to mid-May.

Workshop notice distribution: Prepared and mailed workshop public notice for Rule 201.4. The rule will require facilities to apply for permit revisions within specified timelines to reflect changes required under federal toxic regulations.

Volunteer Luncheon hosted by the Inland Counties Chapter of the American Lung Association in San Bernardino. Staff was recognized by the ALA for service on the Clean Air Committee along with other agency volunteers.

Served on a panel of judges for the National Engineers Week Future City Competition at the California Science Center in Exposition Park. Junior-high students develop futuristic urban designs involving essays and oral presentations for the competition. Oak Avenue Intermediate School in Temple City won and went on to the national finals in Washington, D.C.

BUSINESS ASSISTANCE

AQMD assists its regulated customers by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance, and by actively participating in efforts to attract and retain employers in the basin. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly. This is only a representative sample of the type of assistance provided to businesses.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works interactively with local government, state and federal officials in response to their air quality concerns and local issues. Major activities include informing, educating and helping cities and counties address various air quality issues that are encountered in their communities. Additionally, staff administers the AB 2766 Subvention and MSRC Discretionary Fund Programs.

Staff attended the Southern California Transportation Commission - Legislative Staff Meeting hosted by the Automobile Club of Southern California. Staff discussed the "Clean Fuels" Funding Reauthorization bill which will be carried by Assembly Member Washington.

Staff attended the Seal Beach City Council Meeting in support of the MSRC "25% Local Government Subvention Match" Program. The city council approved the lease/purchase of 9 electric vehicles, 6 CNG vehicles, 3 EV charging stations, and 1 CNG fueling station in an innovative leveraging of AB 2766 Subvention Funds, the MSRC "25% Local Government Subvention Match" Funds and Petroleum Violation Escrow Account (PVEA) Funds. The city’s total investment in alternative fuel vehicles and fueling infrastructure is approximately $338,000.

Staff made a presentation at a Hemet City Council Working Session regarding "Alternative Fuel Vehicles" and funding options presently available. As a result, the council members moved the matter to their evening council meeting agenda for action in order to authorize the preparation of an application to participate in the MSRC "25% Local Government Subvention Match" Program. The City of Hemet, which already has an EV1 intends to purchase a CNG Ford Crown Victoria, a CNG Ford F-250 Pickup and a Fast Fill CNG Fueling Station.
