Mobile Source Air Pollution Reduction Review

SYNOPSIS:

Below is a summary of key issues addressed at the MSRC’s March 26, 1998 meeting. The next MSRC meeting is Thursday, April 23, 1998, at 1:30 p.m. in AQMD Conference Room CC8.

Approval of Minutes

Minutes from the January 29 and February 26, 1998, MSRC meetings were unanimously approved. The minutes are attached for your information (Attachment 1).

EV Signage Implementation

Prior to the MSRC meeting, I met with representatives of the MSRC’s Technical Advisory Committee and the MSRC’s Technical Advisor, as well as Nancy Covey and Joe Contaoi, to explore options regarding the EV signage effort, but no conclusions were reached at that time. At its meeting the MSRC again discussed three options: 1) resubmitting the recommendation for a sole-source contract with The Planning Center; 2) separating the responsibilities for EV signage between The Planning Center through a sole-source contract and a general contractor for sign installation that would be obtained through a competitive RFP process; and 3) issuing an RFP for the entire $500,000 to solicit a team to handle EV signage, a primary contractor to handle coordination and administration with a team of subcontractors that would handle fabrication and installation of EV word signs. The Planning Center stated that it is willing to work with the MSRC in any capacity the Committee desires, including competing for the project through an RFP process.

After much discussion, I introduced a motion to release a $500,000 RFP for EV signage which will include parameters requiring the proposer to address my concerns, such as conducting a public process for choosing its subcontractors. This motion passed on a 5 to 2 vote, and the MSRC directed its Technical Advisory Committee to prepare an RFP for the Committee’s consideration at its April 23 meeting. To move the RFP process forward expeditiously in order to have a consultant contract for consideration at our July 10, 1998, AQMD Governing Board meeting, the MSRC will release the RFP for only a 27-day application period rather than for the customary 30-day period. I supported this compressed timeline.

The MSRC also asked AQMD legal staff to provide, in writing for future reference, the basis for our Board’s disapproval of the sole-source contract to The Planning Center.

March 31, 1998 Retreat: Policy Issues and Relationship with AQMD to be Discussed

The MSRC’s agenda included an item for discussion regarding severing the MSRC’s working arrangements with AQMD for staff support, meeting location, and legal counsel. Although by statute the MSRC and AQMD are interconnected, and the AQMD Board retains authority to approve or disapprove MSRC’s Work Program, the MSRC plans to discuss further alternative methods for obtaining staff and legal support. Further discussion on this issue is planned at the MSRC’s all day retreat on Tuesday, March 31, 1998, at the Kellogg West Center on the Cal Poly Pomona campus. Unfortunately, I will be unable to attend this retreat because of meetings I must attend in Sacamento. No action will be taken at the retreat regarding the issue of severing the current arrangements with the AQMD. I will keep you informed regarding this matter.

Contract Modification Requests

The MSRC took the following actions on requested contract modifications:

  1. Approval of a four-month contractual term extension through August 5, 1998, for City of Anaheim Contract #96034, which provides $109,447 for an Anaheim Canyon rail feeder service;

  2. Approval of a scope change in marketing efforts to ensure cost-effectiveness for City of Fontana Contract #97019, which provides $32,184 for an EV charging infrastructure project;

  3. Approval of a one-year contractual term extension through April 3, 1998, and a scope change changing the type and number of vehicles for a demonstration for TRED Contract #96026, which provides $387,000 for the purchase and demonstration of alternative-fueled trucks;

  4. Approval of a two-year contractual term extension, contingent that a written commitment be provided by December 1, 1998, providing assurance that the contractor intends to move forward with the project based on General Motors’ participation, for Southern California Regional Rail Authority Contract #96035, which provides $476,000 for the retrofit of a metrolink locomotive from diesel to LNG; and

  5. Approval of a two-month contractual term extension through May 25, 1998, for U.S. Electricar Contract #95017, which provides $325,000 for the electrification of ground service equipment.

Contract Administrator Report

The MSRC's AB 2766 Contract Administrator provided a written status report on all fiscal year contracts. This Contract Administrator Report is attached for your information (Attachment 2). This Report includes a spreadsheet on the Local Government Subvention Match Program listing those projects that have met MSRC program requirements to date.
