PROPOSAL:
Submittal of the 1997 AQMP 2010 and 2020 PM10 Emission Inventories for Transportation Conformity Use
SYNOPSIS:
The Southern California Association of Governments (SCAG) requests the AQMD to submit the 2010 and 2020 annual average emission inventories from the 1997 AQMP to ARB, and to request ARB to forward the emission inventories to the U.S.EPA. The 2010 and 2020 emission inventories will serve as the PM10 emission budgets for 2010 and 2020, respectively. The PM10 emissions budgets are needed by SCAG in order to make transportation conformity findings in 2010 and 2020 as part of SCAGs 1998 Regional Transportation Plan.

RECOMMENDED ACTION:
- Adopt the 1997 AQMP 2010 and 2020 emission inventories to serve as the PM10 emission budgets for 2010 and 2020 in accordance with the attached Resolution (Attachment A);
- Direct the Acting Executive Officer to forward the PM10 emission budgets to ARB for its approval and subsequent submittal to the U.S. EPA.

This item was continued from the March 13, 1998 Board meeting pursuant to Board procedure and the materials presented last month are provided with this item.
In addition, Chairman Burke has now received the attached letter dated March 26, 1998 from SCAG President Judy Mikels addressing the importance of AQMDs approval of the PM10 emissions inventory for conformity purposes. President Mikels also describes the sequence of events that are scheduled around, and dependent upon, the action requested of the AQMD Board, and the implications for the regions transportation system and funding if approval is delayed beyond the April 10, 1998 Board meeting.

RESOLUTION NO. 98-
A Resolution of the South Coast Air Quality Management District Governing Board adopting the 1997 Air Quality Management Plan 2010 and 2020 Emission Inventories to Serve as the 2010 and 2020 PM10 Emission Budgets for Transportation Conformity Use.
WHEREAS, the South Coast Air Basin is classified as "extreme" nonattainment for ozone, "serious" nonattainment for fine particulate matter (PM10) and carbon monoxide, and nonattainment for nitrogen dioxide in accordance with the federal Clean Air Act; and
WHEREAS, the South Coast Air Basin has been redesignated as "serious" nonattainment for PM10 in accordance with the federal Clean Air Act; and
WHEREAS, the South Coast Air Quality Management District Board adopted the 1997 Air Quality Management Plan (AQMP) and the 1997 AQMP was submitted to the U.S. Environmental Protection Agency to satisfy the requirement of the federal Clean Air Act that a PM10 attainment demonstration plan be submitted for areas designated as "serious" nonattainment for PM10; and
WHEREAS, the 1997 AQMP demonstrates that the South Coast Air Basin will attain the federal PM10 air quality standards by 2006; and
WHEREAS, the California Air Resources Board approved the 1997 Air Quality Management Plan on January 23, 1997 and submitted the 1997 Air Quality Management Plan to the U.S. Environmental Protection Agency for its approval on February 5, 1997; and
WHEREAS, 40 CFR Part 93 requires that emission budgets for criteria air pollutants be specified in the State Implementation Plan (SIP) for transportation conformity use; and
WHEREAS, 40 CFR Part 93 does not require emission budgets beyond the criteria air pollutant attainment year; and
WHEREAS, the Southern California Association of Governments (SCAG) is preparing a 1998 Regional Transportation Plan that analyzes transportation activities projected to the year 2020 and SCAG must make transportation conformity determinations out to the year 2020; and
WHEREAS, the 1997 AQMP provides 2010 and 2020 emission inventories after implementation of the AQMP control measures and a PM10 air quality analysis for 2010; and
WHEREAS, SCAG has requested that the South Coast Air Quality Management District ("District") submit the 2010 and 2020 emission inventories from the 1997 AQMP to the U.S. Environmental Protection Agency to serve as the 2010 and 2020 PM10 emission budgets for transportation conformity use; and
WHEREAS, the South Coast Air Quality Management District ("District") is committed to comply with the requirements of the federal Clean Air Act; and
WHEREAS, pursuant to 40 CFR 93.118(e)(4)(i), a notice of public hearing was released 30 days prior to March 13, 1998; and
WHEREAS, 40 CFR 93.118(e)(4)(iv) requires a demonstration that transportation emission budgets submitted to the U.S. Environmental Protection Agency are "consistent with applicable requirements for reasonable further progress, attainment, or maintenance (whichever is relevant to the given implementation plan submission);" and
WHEREAS, pursuant to the California Environmental Quality Act (CEQA), a Final Environmental Impact Report (EIR) for the 1997 AQMP was certified by the District Governing Board on November 15, 1996; and
NOW, THEREFORE, BE IT RESOLVED, that the South Coast Air Quality Management District Board finds that the PM10 air quality analysis for 2020 with implementation of the 1997 AQMP control measure shows that the South Coast Air Basin will maintain the federal PM10 air quality standards through the year 2020 despite increases in emissions from 2006 to 2020.
BE IT FURTHER RESOLVED, that the South Coast Air Quality Management District Board finds that the transportation emissions budgets are consistent with applicable requirements for reasonable further progress, attainments, and maintenance.
BE IT FURTHER RESOLVED, that the South Coast Air Quality Management District Board finds that the 2010 and 2020 transportation emission budgets are "consistent with applicable requirements for reasonable further progress, attainment, or maintenance (whichever is relevant to the given implementation plan submission);" pursuant to 40 CFR 93.118(e)(4)(iv).
BE IT FURTHER RESOLVED, that the proposed action to submit the 2010 and 2020 emission inventories does not constitute substantial new information, does not create any new significant impacts or make any existing impacts substantially worse, and does not require additional mitigation measures. Therefore, no additional CEQA analysis is required pursuant to state CEQA Guidelines Section 15162 nor does it require recirculation of the previously prepared Final EIR pursuant to State CEQA Guidelines Section 15088.5.
BE IT FURTHER RESOLVED, that the Executive Officer is hereby directed to forward a copy of this Resolution, the 2010 and 2020 emission inventories from the 1997 Air Quality Management Plan to serve as the 2010 and 2020 emission budgets for PM10, and all documents listed in Attachment I of the Resolution, to the state Air Resources Board, and to request the state Air Resources Board to forward the emission budgets to the U.S. Environmental Protection Agency.
