PROPOSAL:
Establish Classification of Data Base Administrator and Add and Delete Positions
SYNOPSIS:
To meet the high-priority need to enhance data base management operations, staff recommends establishing a Confidential classification of Data Base Administrator and deleting a vacant Systems and Programming Supervisor position in order to add a Data Base Administrator position in Information Management. To meet field inspection, permit processing, and air monitoring priorities, staff also recommends deleting four positionsan Engineering Technician, a Data Technician, a Facilities Services Specialist, and a Purchasing Managerand adding an Air Quality Engineer II, an Air Quality Instrument Specialist II and two Air Quality Inspector II positions.

Background
In response to the need to improve the efficiency and effectiveness of data base management, field inspection, permit processing, and air monitoring operations, deletion of existing vacancies that are of less critical value to the organization at this time is necessary in order to add higher priority positions that will address agency demands.
Establishment of the Confidential classification of Data Base Administrator will address the high-priority need to enhance operations relating to the design, control, and maintenance of computerized data bases to ensure economical and efficient data storage, security of stored data, and efficient and effective utilization of new technologies. Deleting a vacant Systems and Programming Supervisor position will permit adding a Data Base Administrator position, at the same pay level, in Information Management.
Deleting four vacant positions--an Engineering Technician in Stationary Source Compliance, a Purchasing Manager in Administrative and Human Resources, and both a Data Technician and a Facilities Services Specialist in Information Managementwill permit adding two Air Quality Inspector II and one Air Quality Engineer II positions in Stationary Source Compliance and one Air Quality Instrument Specialist II position in Applied Science and Technology. These position changes will enhance the efficiency and effectiveness of air monitoring operations in meeting environmental justice and other program needs, and will enhance compliance and permitting operations. In addition, these changes will continue the process, recommended by performance auditors, of flattening the organization, by eliminating an additional management position.
Proposal
To enhance efficiency and effectiveness of operations, it is recommended that the classification of Data Base Administrator be established and that five vacant positions be deleted from the FY 1998-99 Budget --Systems and Programming Supervisor, Data Technician and Facilities Services Specialist in Information Management, Engineering Technician in Stationary Source Compliance, and Purchasing Manager in Administrative and Human Resources--and that five positions be added--one Data Base Administrator in Information Management, one Air Quality Instrument Specialist II in Applied Science and Technology and one Air Quality Engineer II and two Air Quality Inspector II in Stationary Source Compliance.
Resource Impacts
At Board-approved salary levels, the estimated cost for Fiscal Year 1998-99 of these actions is approximately $28,891. No additional appropriation is requested as there are sufficient funds allocated in the approved FY 1998-99 Budget.
