This report highlights the June 1998 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications.

The following report reflects the activities of the Public Affairs Office for the month of June. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including Speakers Bureau/Visiting Dignitaries), Business Assistance (including Economic Development/Business Retention), Intergovernmental Affairs (including Public Records) and Media Communications (including the Public Information Center).

ENVIRONMENTAL JUSTICE UPDATE

2. Ambient Monitoring of Air Toxics

  1. MATES-II - Schedule Update:

    • Eight sites now operational (Burbank, Los Angeles, Long Beach, Fontana, Pico Rivera, Anaheim, Rubidoux, and Huntington Park).
    • License agreements completed with City of Compton and DWP (Wilmington).
    • Laboratory analyses for April samples completed.
    • Contractor's workplan for emission inventory contract submitted to staff.

  2. Microscale Study:

    • Hawthorne spring seasonal sampling completed.
    • Mobile platforms deployed in Pacoima and Montclair.
    • Process for second set of Microscale deployments in progress.
    • Microscale inventory process initiated.

  3. Aoir Toxics Study Technical Review Group (ATSTRG)
    Actions from meeting on June 17, 1998:

    • Agreed to include Boyle Heights area with Bell/Downey microscale site.
    • Requested staff to provide summary of changes from initial work plans.
    • Given proposed pilot health study for review and comment.

  4. Public Outreach:

    • Press conference held at AQMD Headquarters and Pacoima on June 9, 1998.
    • Montclair "community viewing" held on June 5, 1998.

3. Community Response Teams (CRTs)

  • First team authorized in April to investigate livestock carcass disposal.
  • District staff continued to meet with stakeholders in June to assess potential solutions.

5. Environmental Justice Task Force

  • Held June 26 Joint Meeting with Rule 1401 Working Group.
  • Next meeting planned for mid/late August.

6. City of Los Angeles Environmental Justice Forum

  • Second Forum previously scheduled for July 25, 1998 has been postponed until the Fall.

7. Diesel Fuel Clean-Up Incentives

Promote Statewide Legislative Initiatives


  • The Governor has placed a program similar to AB 1368 (Villaraigosa) into ARB's FY 1998-99 budget. The plan does not include funding for infrastructure. The proponents of AB 1368 believe that infrastructure funding is critical to the success of the program and will be meeting with the Governor's staff to discuss this issue. AB 1368 will be heard in Senate Appropriations on June 29, 1998.

  • AB 2194 passed out of the Assembly on a vote of 51-Ayes/23-Noes. AB 2194 was heard in Senate Transportation on June 16, 1998 and passed on a vote of 6-Ayes/2-Noes. Although the bill did pass out of Senate Transportation, Senator Hayden did express interest and an intent to add further oversight to the program to ensure appropriate expenditure of funds through some form of periodic program audit.

Promote Technology Advancement

  • AQMD staff met with DOE's National Renewable Energy Laboratory (NREL) on June 19, 1998 to initiate formal coordination of future programs and projects. Future project plans were discussed and opportunities for cost-sharing projects of mutual interest identified. Such projects will be included in each organization's RD&D plan documents. Quarterly meetings are proposed to continue the coordination efforts.

Continue Statewide Coordination
The Incentive Program Implementation Team of the Truck Working Group met in Sacramento on June 2, 1998. Attending the meeting were representatives of ARB, CEC, SCAQMD, SMAQMD, BAAQMD, Ventura and San Joaquin APCDs, and EPA. The group decided to invite DOE/NREL to future meetings. Topics discussed included availability of low-emission engine certification information through ARB's web site; status of the various incentive programs throughout the state; SIP credit for incentive programs; supply of LNG in California, including local liquefaction possibilities and other sources.

8. Field Inspection Technology

  • Board approved work plan to investigate the technical feasibility and cost of using detection and monitoring instrumentation for routine inspections continued to be implemented.
  • State-of-the-Science Contract Study to Identify Advanced Inspection, Testing, and Analytical Technology:
    - Staff’s consultant recommendation on agenda for Board meeting July 10th.
    - Consultant contract to be executed pending Board approval.
    - Consultant work plan to be submitted July 24, 1998 as required.
  • Establish a Peer Review Group:
    - On July 15, 1998, the Peer Review Group will meet with staff and the contractor, Pacific Environmental Services, Inc. to discuss their proposed work product as required by the contract.

9. Portable Equipment Permitting


    Formal request made to CARB in February to adopt safeguards statewide.
    AQMD staff is in the process of developing internal implementation guidelines for the Portable Internal Combustion Engines in the District.

10. Public Comment, Rules 1401 and 1402

  • Updates presented at June Technology and Stationary Source Committees.

1401 Rule Package: Proposed changes:

      - add compounds
      - include only compounds with risk factors
      - add non-cancer impacts
      - exemptions

    Hearing set for Board review in July 1998.

Discussion of Rule 1402 took place at June 26 Rule 1401/02 Joint Working Group/EJ Task Force Meeting.

BUSINESS ASSISTANCE

AQMD assists its regulated customers by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance, and by actively participating in efforts to attract and retain employers in the basin. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

It will be conducted July 28 at the Disneyland Hotel in Anaheim. At this expo, more than 100 types of water-based cleaning equipment will be on display and demonstrated.

Met with Farm Bureau representatives from Riverside, Orange and San Bernardino counties to discuss new dust control requirements in Rule 403. This project will eventually require an outreach campaign to all the farmers within the AQMD jurisdiction.

Staff made calls to about 177 businesses whose permit renewal fees have not been paid and whose permits have expired. These companies were approaching the one-year deadline for re-instatement of their permits. If they missed this deadline, they would have to re-apply as if they were new sources, which would cost considerably more and would require them to meet the latest BACT requirements. This resulted in more than 70 permits being reinstated to the mutual benefit of the customer and the District.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works interactively with local government, state and federal officials in response to their air quality concerns and local issues. Major activities include informing, educating and helping cities and counties address various air quality issues that are encountered in their communities. Additionally, staff administers the AB 2766 Subvention and MSRC Discretionary Fund Programs.
