The following report reflects the activities of the Public Affairs Office for the month of October. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including Speakers Bureau/Visiting Dignitaries), Business Assistance (including Economic Development/Business Retention), Intergovernmental Affairs (including Public Records) and Media Communications (including the Public Information and Communication Centers).

1. Community Response Teams (CRTs)
  • First team authorized in April to investigate livestock carcass disposal based upon public nuisance complaints.

2. Environmental Justice Task Force
  • Task Force met September 23, 1998 in Corona, CA., and on October 14, 1998 in Diamond Bar.
  • Next Task Force Meeting scheduled for December 10, 1998 in Diamond Bar.
3. City of Los Angeles Environmental Justice Forum
  • Second Forum date to be determined.
4. Diesel Fuel Clean-Up Incentives Promoted statewide legislative initiatives.
  • MSRC implemented a $17 million diesel pollution reduction program.
1. Field Inspection Technology October Progress:
  • Refine Testing and Analysis Technologies
  • Improve In-Field Enforcement Capability
  • - The Board approved work plan to investigate the technical feasibility and cost of using detection and monitoring instrumentation for routine inspections.

    - A September 27th to 30th Olfaction Symposium was attended to determine if there was technology available to assist with odor complaints. Currently, "electronic nose" operation has not reached a usable level of development.

  • State-of-the-Science Contact Study to Identify Advanced Inspection, Testing and Analytical Technology

- The consultant's recommendations were submitted October 7, 1998.

  • Establish a Peer Review Group

- A Peer Review Group meeting took place October 20th to discuss consultant's recommendations.

1. Portable Equipment Permitting
  • Formal request made to CARB in February to adopt safeguards statewide.
  • AQMD staff has developed implementation recommendations for Initiative #9:

- Amend current permitting practices;
- Ensure that movement and operation do not adversely impact sensitive receptors;
- 30-day or less duration of operation;
- Allow various location permits only if emissions can be restricted by enforceable permit conditions;

- Develop a simplified permitting procedure;

- Require notification to District within 72 hours at one site;
- Allow up to 30-day extension if all criteria are met;
- Require fixed site permit after 60 days at location;
- Cease operation at end of shift or within 4 hours of public nuisance verification;
- Amend Rules 209, 301 and Reg. XIII to incorporate these recommendations;
- Maintain request to CARB to amend statewide program to be consistent with these recommendations;
- Public consultation on August 5th, numerous comments received, staff evaluating comments.

1. Public Comment, Rules 1401 and 1402 Rule 1401 Amendments:
  • Initiative: The Governing Board will re-open for public comment the toxics significance thresholds for cancer and non-cancer impacts contained in Rule 1402 - Control of Toxic Air Contaminants from Existing Sources, and consideration of adding additional compounds and non-carcinogenic impacts prevention into Rule 1401 - New Source Review of Toxic Air Contaminants.

The following describes community events and public meetings that provided AQMD customers with air quality information during October.

10/2 Los Angeles Made a presentation on health effects of smog to 30 respiratory patients at Lakewood Memorial Hospital. Provided outreach materials and information on accessing recorded air quality information.
10/6 Los Angeles Spoke with various contacts at Los Angeles County Office of Education, Los Angeles Unified School District and Orange County Office of Education re: lists of high schools that offer environmental education programs to forward information on AQMD-sponsored High School Partnership Program.
10/7 Los Angeles Teleconference with two community-based organizations re: EJ Task Force liaison to resident with air quality complaints. Community-based organization will meet with resident. AQMD to provide background information.
10/15 Los Angeles Attended Diamond Bar High School Pathways Academy steering committee meeting to coordinate AQMD’s role in providing mentoring, job shadowing, and internships for students.
10/17 Los Angeles The AQMD co-sponsored and distributed informational materials during the Eco Home/Solar Home Tour, which included 20 environmentally designed homes throughout the District.
10/21 Los Angeles Hosted the bi-weekly meeting of the United Eco Clubs of the San Gabriel Valley. This is a group of high school students representing ecology clubs from more than 10 schools.
10/22 Los Angeles Co-sponsored Cal Poly Pomona’s annual Wellness Fair, which attracted more than 3,000 students. Displayed 50 Years of Progress exhibit and staffed information table.
10/28 Los Angeles Coordinated 10th annual Clean Air Awards Program at Biltmore Hotel in Los Angeles, attended by 350 people.
10/29 Los Angeles Co-sponsored an outreach program at Toyota’s Automotive Facility for auto mechanics in Southeast Los Angeles regarding use of water-based cleaners.
10/30 Los Angeles Attended Strategic Planning Meeting for Eastside Intercambios, an organization whose members represent various service agencies, and community-based organizations in eastern Los Angeles county. Developed short- and long-term goals for the organization.

BUSINESS ASSISTANCE

AQMD assists its regulated customers by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance, and by actively participating in efforts to attract and retain employers in the basin. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

10/1 Los Angeles Autobody shop: Facility’s spray operation was causing a nuisance and they requested assistance. Staff provided guidance with operational practices that will help prevent future nuisance potential.
10/6 Orange Coating manufacturer: Received a violation for distributing non-compliant architectural coating. Assisted owner with filling out product variance petition.
10/6-9 Los Angeles, Orange, San Bernardino & Riverside Distributing newly-designed permit checklists and outreach material, staff has completed over one-third of their planned visits to the 173 Building & Safety Departments in the Basin. The program is designed to bring businesses into the permit system through cooperation with the building departments.
10/7 Orange Manufacturer of office machine materials: Company is currently using special metallic ink which does not meet rule VOC limits. Staff discussed submission of a product variance petition while the company searches for compliant ink.
10/7 Los Angeles Auto body repair shop: Owner wants to purchase a new spray booth. Staff discussed the advantages of certified equipment permitting and provided a list of certified spray booths.
10/13 Los Angeles Met with representatives of the Sanitation Districts and the Department of Toxic Substances Control to discuss outreach efforts for Rules 1171 and 1122 - water-based cleaning.
10/15 San Bernardino Environmental consulting: Company is assisting client with applying for permits for modifications to spray booths. Staff obtained additional information from AQMD records and provided guidance on completing applications.
10/15 Los Angeles Consultant to entertainment industry: Requested clarification on recent changes to permit requirements for charbroilers. Staff discussed transition from permits to registration which will occur at the end of this year.
10/15 Los Angeles Community college: Maintenance department requested compliance check. Staff inspected entire facility and assisted management in filing applications for permits and a petition for variance.
10/16 Orange Office machine supplies manufacturer: Company prints special ink on plastic film and was concerned about complying with rule requirements without stopping operation or limiting production. Staff advised that their particular activity is exempt from VOC limits.
10/27 Los Angeles Service station: Company received several NOVs for equipment problems. Owner requested compliance inspection. Staff visited facility and advised that some equipment did not meet CARB requirements and issued closing advisement notice to correct.
10/27 Los Angeles Restaurant: Received billing for Air Toxics program. Staff determined this type of facility should not be included in the program and arranged for refund.
10/27 Los Angeles New car dealer: Company concerned that water-based cleaners will not work on cleaning transmission parts. Staff provided information on suppliers of water-based cleaners, equipment and exempt solvents.
10/28 Los Angeles Furniture manufacturer: Company cancelled permit for spray booth several years ago and wants to reinstate. Staff discussed procedure to apply for new permit and advised on maximum emissions limits which could be given.
10/28 Orange Car wash: Company plans to modify gasoline storage and dispensing equipment to meet new regulations and wanted to know about Air Quality Assistance Fund. Staff provided information and an application package.
10/28 Los Angeles Building fixture manufacturer: Company moved to a new location and wants to bring VOC emissions allocation from the old facility. Staff discussed BACT requirements and advised the company that they would have to install additional control equipment.
10/29 Los Angeles City harbor department: City has mobile bulk loading fuel trucks which are required by Rule 461 to have vapor recovery equipment. However, they are having difficulty finding certified equipment for this application and want to apply for a variance. Staff assisted with filling out variance petition.
10/1-30 Districtwide Continued Phase 2 of the courtesy call program for notifying companies whose permits have expired that they can still re-instate those permits. Staff is calling facilities whose permit expired between 1/1/98 and 7/1/98.
10/1-30 Districtwide Provided air quality clearance letters for the cities of: Anaheim, Brea, Buena Park, Carson, Cypress, Dana Point, Duarte, El Monte, Fountain Valley, Gardena, Glendale, Huntington Beach, Industry, Lake Forest, La Puente, La Quinta, Long Beach, Los Angeles, Montebello, North Hollywood, Ontario, Orange, Pico Rivera, Rancho Santa Marguerita, Riverside, San Clemente, South El Monte, Stanton, Tustin, Westminster, Whittier, and Yorba Linda.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works interactively with local government, state and federal officials in response to their air quality concerns and local issues. Major activities include informing, educating and helping cities and counties address various air quality issues that are encountered in their communities. Additionally, staff administers the AB 2766 Subvention and MSRC Discretionary Fund Programs.

Discussed the MSRC’s Work Program Development process, schedule and the potential for alternatively fueled vehicle projects in the Work Program with WRCOG and Riverside Transit Authority (RTA) staff members.
10/6 Orange Attended and participated in the Orange County Council of Governments Technical Advisory Committee (OCCOG-TAC) Meeting. Discussed the significance to local governments of the recent judgement against AQMD and CARB regarding implementation of Indirect Source Rules in the 1994 AQMP.
10/7 San Bernardino Attended the SANBAG Board Meeting. Discussed the MSRC’s Work Program Development process, schedule and the potential for alternatively fueled vehicle projects in the Work Program with mayors, council members, and staff from the cities of Fontana, Redlands, Montclair, Rialto, Rancho Cucamonga, and SANBAG.
10/7 San Bernardino Attended and participated in the Inland Empire Division, League of California Cities Restructuring Task Force Strategic Planning Meeting – Rancho Cucamonga.
10/8 Districtwide Meeting of SCAG Regional Advisory Council task force to discuss holding several conferences on sharing transportation technologies available to local government to reduce both emissions and congestion.
10/8 Districtwide Attended the SCAG Implementation and Policy Committee, and Regional Council Meetings. Discussed the MSRC’s Work Program Development process and schedule with SCAG president and staff members.
10/8 Riverside Attended the UCR – Center for Research in Intelligent Systems reception in University Village, Riverside. Discussed the potential for alternatively fueled vehicle projects with Government Affairs staff from Riverside Transit Agency (RTA).
10/8 Los Angeles Spoke with staff member from City of Commerce about his Public Records request.
10/8 Sacramento Spoke with ARB about the EV Loan Program and about our comments on their draft document.
10/13-14 Districtwide Attended and participated as a program speaker in the Ford West Alternative Fuels Conference.

Discussed the MSRC’s Work Program Development process, schedule and the potential for alternatively fueled vehicle projects in the Work Program with city managers from the cities of Huntington Beach, San Clemente, and La Palma.
10/13 San Bernardino Attended reception for Mayor, City of Colton. Discussed alternative fuels opportunities with mayors and council members from the cities of Colton, Rialto, and Chino.
