PROPOSAL:

Issue RFP for Third Party Workers’ Compensation and Liability Adjusting Services

SYNOPSIS:

AQMD’s three-year contract with JT2 Integrated Resources, Inc. for claims administration services expires May 31, 1998. This RFP is to solicit bids from qualified firms or sole practitioners to provide claims administration services to AQMD for the next three-year period, commencing June 1, 1998. The contract award is expected to be an amount not to exceed $37,000 per year for three years. Appropriation of funds will be required for each successive year.

Background

AQMD is self-insured for its workers’ compensation, automobile, and general liability losses. Due to the highly complex and specialized nature of claims administration, the AQMD requires the services of a qualified state certified third-party administrator to handle its claims. The current contract expires May 31, 1998, and release of the RFP and receipt and evaluation of bids for final recommendation at the May 8 Board meeting will ensure continued administration services.

Additionally, potential bidders will be identified using the Los Angeles County MTA Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Copies of the RFP will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMD’s 24-hour telephone message line for bidders (909) 396-2724.

Bid Evaluation

Proposals received will be evaluated by an ethnic- and gender-diverse panel of technically qualified individuals according to the criteria described in the attached RFP.

Resource Impacts

Sufficient funds are available in the approved FY 1997-98 Budget.
