PROPOSAL:

Issue RFP to Identify State-of-the-Science Sampling, Analytical, and Compliance Assessment Technologies in Support of Environmental Justice Initiative No. 8 - Field Inspection Technology

SYNOPSIS:

On December 12, 1997, the Board approved the proposed workplans to develop testing and analysis technology refinements and to improve in-field enforcement capabilities in support of Environmental Justice Initiative No. 8. This RFP invites technical assistance to conduct a state-of-the-science review; assess existing AQMD capabilities; and identify and evaluate advanced inspection, testing, and analytical technology that may be available to augment, upgrade, or replace current equipment and methodologies with the overall goal to enhance the effectiveness of AQMD field compliance investigations. The contract award is not to exceed $45,000. Sufficient funds are available in the FY 1997-98 Budget.

Background

On October 10, 1997, the Board approved the Environmental Justice Initiatives proposed by Chairman William Burke. Initiative No. 8 - Field Inspection Technology is directed at implementing modern technology advances to enhance field enforcement efforts. The implementation plan for this initiative called for two workplans to be prepared and presented to the Board outlining the schedules to refine laboratory testing and analysis technologies and to improve in-field enforcement capabilities through the use of portable monitoring equipment. The implementation plan also directed the AQMD to contract with a consultant to conduct a state-of-the-science review of advanced testing, analysis, and inspection technology and evaluate existing AQMD capabilities. This RFP to conduct the field inspection and analytical technology assessment was included in the integrated Initiative No. 8 workplan (provided as an Attachment) which was presented and approved at the December 12, 1997 Board meeting.

Proposal

This RFP is to competitively solicit bids to identify and evaluate new technologies for AQMD laboratory analysis and field inspection efforts to better support community complaint resolution and expedite field compliance determinations. The contractor will conduct research on the latest technology advancement for sampling and analytical instruments and evaluate these findings with respect to current AQMD capabilities. The contractor will also survey vendors regarding cost and availability of potential improvements.

Bid Evaluation

Proposals submitted in response to this RFP will be evaluated by an ethnic- and gender- diverse panel of technically qualified individuals according to the criteria described in attached RFP#9798-28.

Resource Impacts

The total funding for the proposed RFP will not exceed $45,000. The Board action includes reallocating $45,000 from the Stationary Source Compliance Professional and Special Services, Control Equipment Evaluation account to its new Field Inspection Technology Assessment account. This will not increase the AQMD’s overall 1997-98 budget or SSC’s contract budget.
