PROPOSAL

Execute Contract for Classification and Compensation Services

SYNOPSIS:

On April 11, 1997, AQMD released an RFP for classification and compensation services. Evaluation of the three submitted proposals has been completed, and the panel recommends a contract be awarded to Comp Plus, Inc. for an amount not to exceed $40,000. Because the total of a 1996 contract with this vendor and this recommended contract would exceed $50,000 over a two-year period, Board approval is requested.

Background

Organizational changes, protracted downsizing efforts, and major new program areas may have had an impact on AQMD employees’ job duties and responsibilities. As a consequence, Human Resources staff has recommended initiating a comprehensive classification study to evaluate the adequacy and appropriateness of the existing classification plan and to review position allocations and job classifications. In April 1997, RFP 9697-45 was issued to obtain consultant services to begin such a comprehensive study. The study would be conducted in stages, beginning with core technical classifications. The need for a comprehensive study has been discussed with both Teamsters Local 911 and the San Bernardino Public Employees Association, the two unions representing AQMD employees. Both unions are in full support of a comprehensive classification study.

The firm recommended for this contract, Comp Plus, Inc., was awarded a contract in June 1996 for an amount not to exceed $50,000. Because the total of the earlier contract and this recommended contract would exceed $50,000 over a two-year period, Board approval is requested.

Additionally, potential bidders were identified using AQMD’s electronic listing of certified minority vendors and AQMD Purchasing’s mailing list. Copies of the RFPs were mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business & Job Opportunities" icon]; and on AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Bid Evaluation

A total of 130 RFPs were mailed out. Three proposals were received. Of the three, one was from a firm certified as a minority-owned (African-American) business and one was from a firm certified as a minority (African-American)/woman-owned business. The highest-ranked firm was not a minority or woman-owned business. The attachment provides a listing of all three proposals ranked in order of their final evaluation scores.

Panel Composition

Proposals were evaluated and scored by a 5-member panel of AQMD staff members. Of the five panelists--an Affirmative Action Officer, two Personnel Services Managers, and two Personnel Analysts--three are women and two are men. Additionally, two are African American, one is Asian American, and two are Caucasian.

Resource Impacts

Sufficient funds are available in the approved FY 1997-98 Budget.
