PROPOSAL:

Issue RFP for Insurance Brokerage Services

SYNOPSIS:

AQMD’s one-year contract with Near North Insurance Brokerage, Inc., for brokerage services expires March 31, 1998. This RFP is to solicit bids from qualified firms or sole practitioners to provide brokerage services and represent AQMD’s interests in the insurance market for the next three-year period, commencing April 1, 1998. The contract award is expected to be an amount not to exceed $40,000 per year for three years. Appropriation of funds will be required for each successive year.

Background

Due to the highly complex and specialized nature of the insurance industry, the AQMD requires the services of a qualified licensed insurance broker to market its insurance requirements and represent its interests in the negotiation and placement of various lines of coverage. The current contract expires on March 31, 1998, and release of the RFP and receipt and evaluation of bids for final recommendation at the March Board meeting will ensure continued brokerage services.

Additionally, potential bidders will be identified using the Los Angeles County MTA Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Copies of the RFP were mailed to the African-American and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMD’s 24-hour telephone message line for bidders (909) 396-2724.

Bid Evaluation

Proposals received will be evaluated by a diverse panel of technically qualified individuals according to the criteria described in attached RFP # 9798-23.

Resource Impacts

Sufficient funds are available in the approved FY 1997-98 Budget. Since the brokerage services are for a three-year period, appropriation of funds will be required for each successive year.
