PROPOSAL:

Establish Lists of Prequalified Vendors to provide Printing and Photocopy Paper, Printing Services, Automotive Mechanical Repair and Service, and Unleaded Fuel

SYNOPSIS:

On October 10, 1997, the Board approved the release of RFQs for printing and photocopy paper, printing services, automotive mechanical repair and service, and unleaded fuel. This item is to establish lists of prequalified vendors from which purchases are made for these services and supplies for a twelve-month period.

RECOMMENDED ACTION:

Approve the list of prequalified vendors for printing and photocopy paper, printing services, automotive mechanical repair and service, and unleaded fuel included in Attachment A for twelve months.

Background

On October 10, 1997, the AQMD released RFQs #2006 - printing and photocopy paper, #2007 - printing services, #2008 - automotive mechanical repair and service, and #2009 - unleaded fuel, to establish lists of prequalified vendors from which these services and supplies will be purchased over a twelve-month period. The approximate annual expenditures for each category are as follows: printing and photocopy paper $134,000; printing services $320,000; automotive mechanical repair $65,677; and unleaded fuel $110,182. These services and supplies are purchased routinely to support operational needs of the AQMD.

In accordance with the AQMD’s consulting and contracting policies, a public notice advertising the RFQs and inviting bids were published in the following publications:

Additionally, potential bidders were identified using the Los Angeles County MTA, and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Copies of the RFQs were mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.

Bid Evaluation

Bidding closed at 2:00 p.m. on November 12, 1997. The responses were quantified as follows:

RFQ #2006 - All nine responding vendors met the minimum requirements. This RFQ provides for specific quotations to be solicited from the list of prequalified vendors being recommended for approval at the time printing and photocopy paper is required.

RFQ #2007 - Responding vendors were placed in category I, II, or III according to the equipment listed in the bid and their ability to perform the scope of potential printing services required during this prequalification period. Of 38 responses, 23 met the minimum requirements. The RFQ provided for specific quotations to be solicited from the list of prequalified vendors being recommended for approval at the time printing services are required. Additionally, Print Shop staff may visit the vendor’s printing and pre-press area prior to an award of any printing job.

RFQ #2008 - Nine of 12 responding vendors met the minimum requirements for placement on the list of prequalified vendors for automotive mechanical repair and service.

RFQ #2009 - All five responding vendors met the minimum requirements and are recommended for placement on the list of prequalified vendors for Unleaded Fuel.

Panel Composition

The panel for RFQ #2006 consisted of two AQMD staff: one man and one woman. Both employees are Hispanic.

The panel for RFQ #2007 consisted of five AQMD staff: four men and one woman. Of the five employees one is Asian-Pacific, one is Caucasian and three are Hispanic.

The panel for RFQ #2008 consisted of three staff: three men. Of the three employees one is Black, one is Caucasian and one is Hispanic.

The panel for RFQ #2009 consisted of three AQMD staff: three men. Of the three employees one is Black, one is Caucasian and one is Hispanic.

Resource Impacts

Sufficient funds have been appropriated in the FY 1997-98 Budget.
