Set Public Hearing February 13, 1998 to Receive Public Input
on Executive Officer’s Proposed Program Goals/Objectives for FY 1998-99

SYNOPSIS:

AQMD annually establishes a set of Program Goals/Objectives for the upcoming year. Draft proposed program Goals/Objectives for FY 1998-99 have been developed and, when finalized, will serve as the foundation for AQMD’s Work Program.

RECOMMENDED ACTION:

Set a Public Hearing February 13, 1998, to Receive Public Input on the Executive Officer’s Program Goals/Objectives for FY 1998-99.

Background

One of the first steps in preparing the new budget has been the development of the program Goals/Objectives document. The attached Goals/Objectives for FY 1998-99 were prepared from executive staff and Board input and are proposed to serve as the foundation for the AQMD’s FY 1998-99 Work Program.

Emphasis for next year will be on

• achieving a balanced budget for future years and improving efficiency and productivity;
  
• implementation of the Board’s Environmental Justice Initiatives;
  
• continued implementation of Title V, and the development and implementation of new systems and programs to meet the requirements of Title III;
  
• permit registration and streamlining programs;
  
• an aggressive rulemaking calendar related to reaching the goals outlined in the latest revision of the AQMP; and
  
• implementation of PM_2.5 monitoring.

Staff has continued to work with a Budget Advisory Committee made up of representatives of industry, environmental organizations, and interested public members to gain policy input and direction. Staff believes that it is important to continue to encourage input into the budget process from as many interested parties as possible. Therefore, the Acting Executive Officer recommends that a hearing be scheduled February 13, 1998 for the purpose of receiving additional public input on the Program Goals/Objectives for FY 1998-99. A public workshop and public hearing to adopt the budget are to be scheduled for April and May, respectively.
