PROPOSAL:
Adopt Resolution Regarding Advisory Council and Advisory Groups
SYNOPSIS:
During 1997 the Board adopted, and amended, a resolution regarding Advisory Council and Advisory Groups concerning their composition, duties and activities. This action is to adopt a new resolution to reduce the number of Advisory Council members from approximately 31 to approximately 19 and to make several administrative changes.

Background
On January 10, 1997 the Board adopted Resolution 97-1 which established six Advisory Groups, established the Charter for each, specified membership of the Advisory Council (to be drawn, in part from the Advisory Groups), and established the duties and activities of the Advisory Council. On June 13, 1997 the Board amended that resolution by adopting Resolution 97-18, primarily to amend the provisions relating to compensation of Advisory Group members. In Board meetings subsequent to June 13, 1997, the membership of the six Advisory Groups has been established.
Proposal
Attachment A is Chairman Burke's December 16, 1997 memorandum and the proposal as submitted to the Administrative Committee. The proposal's recommended changes would reduce the number of members drawn from each Advisory Group from 3 to 1, thus reducing the total Advisory Council membership from 31 to 19, and make several administrative changes.
