PROPOSAL:

Issue RFP to Conduct Employer and Employee Surveys to Track the Effectiveness of Voluntary Ridesharing and Other Emission Reduction Activities Among Employers Exempted from Rule 2202

SYNOPSIS:

Tracking the effectiveness of voluntary ridesharing and other emission reduction measures among employers exempted from Rule 2202 is essential to estimate the magnitude of the emission reduction shortfall and how it changes over time. This action is to issue an RFP to select a qualified contractor to collect the necessary survey data to estimate the emission reduction shortfall for the year 1998.

Issue the attached RFP to collect the necessary survey data to estimate the emission reduction shortfall for the year 1998, at a cost not to exceed $80,000.

Background

The study to assess the effectiveness of voluntary ridesharing and other Rule 2202 - On-Road Motor Vehicle Mitigation Options replacement measures was completed and released to the public on March 18, 1998. The study showed that the air quality benefits produced by the voluntary effort were not equivalent to what had been expected had these unregulated worksites of 100-249 employees continued to be subject to Rule 2202.

Senator Lewis introduced SB 432, which amended SB 836 to exempt these employers from complying with Rule 2202 permanently. This bill was approved by the legislature on June 11, 1998, and was signed into law on June 19, 1998. This bill passed as an urgency measure, and as such, became effective immediately upon signature. Due to this new law, the permanent exemption of these employers will likely lead to an emission reduction deficit that must be made up.

Tracking the effectiveness of voluntary ridesharing and other measures among deregulated employers is essential in estimating the magnitude of any emission reduction deficit and how it changes over time. This type of analysis calls for collecting data from deregulated employers to determine whether any changes in the travel behavior of their employees, or in the use of emission reduction strategies at their worksites, have taken place since November 1997.

Proposal Evaluation

The purpose of the proposed RFP is to select a consultant to conduct two surveys: a survey of employers to determine the voluntary implementation of emission reduction options, and a survey of employees to assess their travel behavior during 1998.

Additionally, potential bidders were identified through Los Angeles County MTA and Caltrans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; the AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Copies of the RFP were mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and were placed on the Internet at AQMD’s Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and on AQMD’s 24-hour telephone message line for bidders (909) 396-2724.

Bid Evaluation

Proposals received will be evaluated by a diverse panel of technically qualified individuals according to the scoring criteria described in the attached RFP.

Resource Impacts

This RFP seeks one qualified vendor to work under an individual contract on specific tasks outlined in the attached RFP. Sufficient funds to support this effort are included in the FY 1998-99 Budget and will not exceed $80,000.
