Amend Contract with ThirdWave Corporation to Develop Workflow Automation System and Initial Application

SYNOPSIS:

AQMD is currently implementing a purchase requisition workflow application through a contract which was competitively awarded in April 1997 to ThirdWave Corporation for $149,985. The current contract expires March 30, 1999. There is a need to enhance the original design of the purchase requisition application to include additional functionality including a budget tracking database. This action is to amend the contract with ThirdWave Corporation to modify the Statement of Work and increase the contract amount by $33,590, for a total not to exceed $183,575.

Background

In April 1997, following a competitive bidding process, ThirdWave Corporation was awarded a contract in the sum of $149,985 to design and implement a web-based purchase requisition workflow application to improve operational efficiency.

The Contractor has completed the first phase of the project, which included development of the system design specifications, and installation and configuration of the workflow application server. During evaluation of the initial application, AQMD staff identified a need to incorporate an existing budget tracking database. This will provide instant access to account balances and detailed line item accounting. In addition, other functional enhancements were identified as critical including: additional security, ability to save partial requisitions, ad hoc routing, and edit capabilities after requisition approval. These enhancements necessitate modifying the Statement of Work and increasing the contract amount.

Proposal

This action is to amend the contract with ThirdWave Corporation to modify the Statement of Work, which will increase the contract amount by $33,590, for a total not to exceed $183,575.

Resource Impacts

Sufficient funding for this contract amendment is available in the FY 1998-99 Budget under the line item Workflow Automation.
