PROPOSAL:
Issue RFP to Prequalify Vendors for Library Services and Supplies
SYNOPSIS:
The AQMD is seeking to prequalify vendors providing library services and supplies. Vendors selected will be issued purchase orders for the acquisition, cataloging, and shelf preparation of books, periodicals, and other printed and multimedia materials in the AQMD's Library. The use of blanket purchase orders facilitates acquisition of books, articles and reports, and reduces the labor required to type and process prepaid purchase orders. This bidding and prequalification process will ensure that the AQMD is using the most cost-effective providers for these services and supplies.

Background
In the FY 1998-99 Budget, funds were allocated to maintain current subscriptions to technical environmental periodicals, update the reference collection, and ensure a current collection of environmental science and technological books and reports, which represent 60% of the Library's collection. These materials provide critical research and reference information on air quality-related topics and are used extensively by AQMD staff and by outside users, including other agencies, regulated industries and the public.
Proposal
Through the attached RFP, the AQMD is seeking to competitively prequalify vendors providing various library services and supplies. The result will be a staff recommendation to issue blanket purchase orders to the selected vendors for the acquisition, cataloging, and shelf preparation of books, periodicals and other printed and multimedia materials in the AQMD's Library during FY 1998-99. The use of blanket purchase orders will facilitate the ordering of these supplies and services and reduce the labor otherwise required to process purchase orders by reducing the total number of purchase orders required. The bidding and prequalification process will ensure that the AQMD is using the most cost-effective providers for these services and supplies. Vendors selected as a result of the RFP process will remain prequalified for a period of two years.

In accordance with the AQMDs consulting and contracting policies, a public notice advertising the RFP and inviting bids will be published in the following publications:
Additionally, potential bidders will be notified from the Los Angeles County MTA and Cal Trans Directories of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMDs own electronic listing of certified minority vendors; and AQMD Purchasings mailing list. Copies of the RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMDs Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMDs 24-hour telephone message line for bidders (909) 396-2724.
Bid Evaluation
Proposals received will be evaluated by a diverse panel of technically qualified individuals according to the criteria described in the attached RFP.
Resource Impacts
Sufficient funds are allocated in the FY 1998-99 Budget.
