SYNOPSIS:
This report highlights the May 1998 activities of the Public Affairs Office which includes the following activities: Environmental JusticeUpdate, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications. The latest edition of the AQMD Advisor is included with this report.

The following report reflects the activities of the Public Affairs Office for the month of May. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including Speakers Bureau/Visiting Dignitaries), Business Assistance (including Economic Development/Business Retention), Intergovernmental Affairs (including Public Records) and Media Communications (including the Public Information Center).

7. Diesel Fuel Clean-Up Incentives |
Chairman Burke testified in support of joint bills AB 1368 (Villaraigosa) and SB 1857 (Brulte) at the Senate Transportation Committee on May 5, 1998. The two bills passed out of committee on a vote of 6-Ayes/0-Noes. AB 2194 (Washington), the bill to re-authorize the AQMD Clean Fuels Program and extend its funding, passed the full Assembly on a vote of 51 Ayes/23 Noes. It is now in Senate Transportation Committee. AQMD Staff is participating in a Department of Energy, National Renewable Energy Lab selection committee to review proposals for the development and on-road demonstration of high-efficiency alternative fuel trucks. Dr. Chung Liu presented the latest findings on the impacts of diesel exhaust to Western Riverside Council of Governments on May 4, 1998. He also discussed available solutions through the implementation of clean alternative fuel vehicles. AQMD Staff participated in an MSRC/TAC subcommittee review of proposals from transit districts for alternative fuel transit buses. The subcommittee will request that the TAC and MSRC approve requests for 491 alternative fuel buses. In addition to Lucky's application for 25 LNG trucks, letters of intent have been received from Vons/Safeway and Ralphs for the purchase of 20-30 natural gas trucks each. The heavy-duty truck solicitation closes June 30, 1998. |

The RFP for state-of the science technology was re-released for bidding on April 14, 1998. Staff printed over 220 copies for distribution and placed the RFP on the AQMD web site. Bids were received May 22, 1998 and were reviewed during the week of May 26, 1998. Initiated development of July Board meeting recommendations regarding consultant selection. |

8. Portable Equipment Permitting |
Formal request made to CARB in February to adopt safeguards statewide. AQMD staff is in the process of developing internal implementation guidelines for the Portable Internal Combustion Engines in the District. |

BUSINESS ASSISTANCE
AQMD assists its regulated customers by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance, and by actively participating in efforts to attract and retain employers in the basin. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly.

INTERGOVERNMENTAL AFFAIRS ACTIVITY
Intergovernmental Affairs works interactively with local government, state and federal officials in response to their air quality concerns and local issues. Major activities include informing, educating and helping cities and counties address various air quality issues that are encountered in their communities. Additionally, staff administers the AB 2766 Subvention and MSRC Discretionary Fund Programs.
