PROPOSAL:

Issue RFP to Provide Technical Assistance to Local Jurisdictions in Support of the AB 2766 Subvention Fund

SYNOPSIS:

AQMD’s current contract with The Solis Group, to provide assistance to local jurisdictions within the AQMD in support of the AB 2766 Subvention Fund, expires June 30, 1998. This action is to authorize the issuance of an RFP to select a qualified contractor. Any contract to be awarded under this RFP will be subject to Board approval.

Background

State law (AB 2766) provides for a surcharge on State motor vehicle registration fees to be used to reduce air pollution from motor vehicles and for related planning, monitoring, enforcement and technical studies. A portion of these fees are subvened to local jurisdictions to conduct programs for reducing air pollution emissions from motor vehicles. These moneys are called AB 2766 Subvention Funds and are sent to local jurisdictions every quarter in an amount based on the city’s/county’s population. Cities/counties have wide discretion in the use of these funds provided they are authorized by, or necessary to implement, the California Clean Air Act of 1988.

Proposal

Since AB 2766 was enacted in 1990, many local jurisdictions have implemented various programs in support of AB 2766, and have committed future Subvention Fund moneys to maintain these programs. For the most part, these programs have proven to successfully meet the goals of reducing air pollution from motor vehicles. However, some local jurisdictions, although currently implementing programs in support of AB 2766, have maintained unallocated Subvention Fund balances. Key barriers to timely Subvention Fund utilization most often cited by cities include: belief that the amount of funding received is too small to implement meaningful projects, administrative burden on local jurisdiction staff to develop and implement cost-effective emission reducing projects, and lack of expertise in coordinating multi-jurisdictional projects.

This RFP specifically addresses providing outreach, with an emphasis on cost-effectiveness and the maximization of emissions reduction, to local jurisdictions which currently have large unallocated Subvention Fund balances. Additionally, technical assistance shall be provided to all local jurisdictions on AB 2766 related issues on an as-needed basis. The successful bidder will enter into a one-year contract to provide support for FY 1998-99.

Additionally, potential bidders will be identified using the Los Angeles County MTA Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMD’s own electronic listing of certified minority vendors; and AQMD Purchasing’s mailing list. Bid Evaluation

Proposals received will be evaluated by a diverse panel of technically qualified individuals according to the scoring criteria described in attached RFQ #9798-45.

Resource Impacts

Staff budgeted $100,000 for AB 2766 outreach in FY 1998-99 to provide this technical assistance to local jurisdictions.
