PROPOSAL:
Issue RFQs to Prequalify Vendors to Provide Legal Notice Publishing and Advertising Services, Mailing Services, and Miscellaneous Office and Consumable Computer Supplies
SYNOPSIS:
This action is to issue RFQs to establish lists of prequalified vendors from whom competitive bids may be solicited for legal notice publishing and advertising services, providing mailing services, and purchasing miscellaneous office and consumable computer supplies.

RECOMMENDED ACTION:
Approve the release of the attached RFQs to establish lists of prequalified vendors to provide legal notice publishing and advertising services, mailing services and miscellaneous office and consumable computer supplies.

Background
AQMD purchases newspaper services to publish legal notices and advertisements in the printed media, mailing services for conducting various AQMD mailings, and miscellaneous office and consumable computer supplies. These services and supplies are used regularly to support AQMDs public notification requirements and to provide office and consumable supplies used daily by staff. During FY 1996-97, expenditures for these services and supplies were as follows: publication of legal notices and advertisements - $520,687; mailing services - $70,000; consumable computer supplies - $57,920; office supplies - $70,338.
Proposal
Release of RFQs will allow newspaper service, mailing service, and office and computer supply vendors to bid on these services and supply requirements. AQMD staff will evaluate bids received to achieve competitive pricing and comparisons. Vendors selected as a result of the RFQ process will be recommended to the District Board to establish the prequalified vendor lists for a 12-month period; for operational reasons, the list for mailing services will be effective for 24 months.

In accordance with the AQMDs consulting and contracting policies, a public notice advertising the RFQ and inviting bids will be published in the following publications:

Additionally, potential bidders will be identified using the Los Angeles County MTA Directory of Certified Minority, Women, Disadvantaged and Disabled Veterans Business Enterprises; the Inland Area Opportunity Pages Ethnic/Women Business & Professional Directory; AQMDs own electronic listing of certified minority vendors; and AQMD Purchasings mailing list. Copies of the RFQ will be mailed to the Black and Latino Legislative Caucuses and various minority chambers of commerce and business associations; and placed on the Internet at AQMDs Web site [http://www.aqmd.gov, "Business and Job Opportunities" icon] and AQMDs 24-hour telephone message line for bidders (909) 396-2724.
Bid Evaluation
Quotations received will be evaluated by a diverse panel of technically qualified individuals according to the scoring criteria described in attached RFQs # 2024, 2025, 2026, and 2027.
