This report highlights the April 1998 activities of the Public Affairs Office which includes the following activities: Environ-mental Justice Update, Community Events/Public Meetings, Business Assistance, Intergovernmental Affairs and Media Communications.

The following report reflects the activities of the Public Affairs Office for the month of April. The report format includes five major areas: Environmental Justice Update, Community Events/Public Meetings (including Speakers Bureau/Visiting Dignitaries), Business Assistance (including Economic Development/Business Retention), Intergovernmental Affairs (including Public Records) and Media Communications (including the Public Information Center).

2. Ambient Monitoring of Air Toxics

  • Technical Review Group met April 15; next meeting scheduled for May 20.
  • Monitoring equipment received (Gaseous and particulate monitors, mobile platforms).

  • CEQA Handbook Revision Working Group met March 26. Discussed significance thresholds, mitigation measures, air quality monitoring.
  • Next Handbook Revision Working Group Meeting scheduled for May 28.

  • Met April 30 in conjunction with Santa Ana Town Hall Meeting.
  • Next Meeting scheduled for May 21 at Diamond Bar HQ, 1 pm, Rm. 1D.

6. City of L.A. Environ. Justice Forum

  • Second Forum planned for July 25, 1998.

1. Diesel Fuel Clean-Up Incentives

  • Clean Air Solutions Center planning to host display themed "Cleanup Incentives for Diesel."
  • On Tuesday May 5, Chairman Burke testified at Senate Transportation Committee Hearing on the combined Brulte/Villaraigosa bill and the bills successfully received 6-0 vote in Senate Transportation. Next stop is Senate Appropriations.
  • As part of the ICTC project, a fueling workshop was held at Lucky Grocery facilities in Buena Park. Fuel suppliers and fuel facility installers provided personnel of Lucky's and others with information on facility installation logistics and the cost and delivery of LNG.
  • The Incentive Program Implementation Team of the Truck Working Group met in Sacramento on April 9. Members of this group currently include CEC, ARB, EPA Region IX, South Coast, San Diego, San Joaquin, Ventura, Sacramento, and Bay Area air districts. The purpose of this group is to promote and implement incentives for the purchase or retrofit of low emission medium- and heavy-duty engine technologies. At the April 9 meeting, the group discussed possible amendments to AB 1368/SB 1857, implementation of air district incentive programs, a possible LNG cost model, and possible local liquefaction assessment. The group plans to meet again in early June.

2. Field Inspection Technology

  • Contract study to bring forward state of the science knowledge of advanced inspection, testing, and analytical technology: Due to the fact that only one unresponsive bid was received from RFP, the RFP was modified and re-released on April 14. Responses due May 22.
  • Establish peer review group to provide info on advanced technologies in pollutant detection and field measurement: Initial peer review group meeting planned for early July.

3. Portable Equipment Permitting

  • Senior staff met with CARB relative to implementation of EJ Init. #9 on 2/06/98 and again in late March. Assessment is that the most appropriate manner to implement this initiative is through additional permit conditions that can be developed and implemented by the state. The state has established a task force on this issue.
  • Formal request made to CARB in February to adopt similar safeguards statewide.

1. Public Comment, Rules 1401 and 1402

  • Rule development staff participating in Air Toxics Technical Review Group to coordinate MATES II with 1401/1402 workplan. Updates presented at April Technical and Stationary Source Committees.
  • 1401/1402 bifurcated:

Staffed an information table at the annual Earth Festival at Cal State Northridge attended by about 2,000 students.

Staffed an information table at the annual Earth Day festival sponsored by the Chino Basin Water Conservation District in Montclair. Some 1,200 fifth graders and their teachers from local elementary schools attended the event.

Hosted annual Smogbusters Club membership drive at the Inland Empire Environmental Expo held at Cal State San Bernardino. The District co-sponsored the Expo and staffed a pavilion area from which over 200 new Smogbusters Club members were recruited.

Staff participated in the Think Earth Foundation quarterly meeting. The Foundation has finalized the $110,000 financial packet involving six sponsors funding the development of a Think Earth Curriculum for middle schools and production of a video.

Organized Orange County Town Hall Meeting at Southwest Senior Citizen Center in Santa Ana. It was attended by about 40 people. Issues included the future of El Toro Marine Corps Air Base, use of pesticides, and requests to amend Rule 1171 to exclude small body shops from water-based solvent requirements.

The District hosts distinguished visitors from around the world, as well as members of the general public, who visit our headquarters to tour the facility and meet with staff on a wide range of air quality issues. The following describes the major activities during April.

BUSINESS ASSISTANCE

AQMD assists its regulated customers by notifying them of proposed regulations so they can participate in their development by providing one-to-one assistance, and by actively participating in efforts to attract and retain employers in the basin. Staff also works with other agencies and states to identify efficient, cost-effective ways to reduce air pollution and shares that information broadly. This is only a representative sample of the type of assistance provided to businesses.

INTERGOVERNMENTAL AFFAIRS ACTIVITY

Intergovernmental Affairs works interactively with local government, state and federal officials in response to their air quality concerns and local issues. Major activities include informing, educating and helping cities and counties address various air quality issues that are encountered in their communities. Additionally, staff administers the AB 2766 Subvention and MSRC Discretionary Fund Programs.
